Council Minutes of x/15/2003 <br />numbers aze known, an exact figure can be determined. However, it is close to <br />$500,000. Those aze funds that were not expended from last yeaz's projects and some <br />of the slab repair that was not completed last yeaz as well as some other money from <br />the street improvement fund. The bulk of the slab repair will go into the North Pazk <br />Estates and Sandy Ridge. Council would like to give the administration latitude to <br />take some of the money to clear up a few small areas that might have a great impact. <br />For example, the intersection of Blossom and Dover Road and several azeas which <br />have sink-holes such as Mazquette and Forest Wood. There may be sewer problems <br />in those areas, and that needs to be investigated first before the slab repair can be <br />completed. Mr. Nashar was concerned about a couple of azeas of curbing on Angela <br />and Louann, and the administration was asked to look into that. Mr. Miller requested <br />that the administration view these problem azeas and repair the worst sections first. It <br />was also mentioned that, if some of the contingency expenses for the Claque Road <br />intersection and the Columbia easement are not as expensive as expected in a worst- <br />case scenario, that an asphalt overlay on Louis Drive be considered. Mrs. Kasler <br />would also like cost estimates for Grace Road. A memorandum has been sent to the <br />Mayor with regazd to Louis Drive and Grace Road. <br />Mr. Gareau brought up concerns over the condition of the City Ha11 parking lot as <br />well as that at the Senior Center. Cracks are beginning to appeaz in these areas, and <br />he believes we should look into doing crack sealing and an asphalt sealing coat over <br />those. That was brought to the attention of the administration. Also discussed was <br />the possibility of repairing the handrail and some of the concrete sidewalk by the <br />front entrance of City Hall. <br />A discussion of a resident's concern regarding the structural failure of his back <br />basement wail. There had been previous concerns of the resident as to the interaction <br />between their neighbor, the city and themselves. The committee is asking the new <br />City Engineer to look into this situation to determine if the city has any involvement <br />in this in any way. <br />Councilman Miller, chairperson of the Irrtra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) On April 8, the committee met to discuss <br />Ordinance 2003-43, an ordinance creating new Section 129.05 and 129.06 of the <br />Administrative Code er-titled respectively "Formal Council Hearings" and "Contempt of <br />Council." All committee members were present as were the Mayor, Law Director, and <br />Safety Director. A rather lengthy discussion took place. The Safety Director had <br />submitted approximately 25126 questions, and 7 questions were submitted by the Mayor. <br />This proposed program is not intended to replace normal day-to-day communications <br />between Council members and either citizens, the administration or any other persons <br />involved in questions or issues that Council may have. However, it gives Council an <br />important tool to bring parties together so that they can get information as accurately as <br />possible. This is not meant to be used as targeting any individuals, rather the purpose of <br />it is to gather information. Council would have city-wide jurisdiction to issue subpoenas <br />to individuals, the cost would be minimal as the subpoenas would typically be delivered <br />by the Police Department. Recording method would be similar to that which is currently <br />used for Council committee meetings. All persons would obviously retain their Fifth <br />Amendment rights.
