Council Minutes of 4/15/2003 <br />that are in place would certainly apply and would be addressed on a case-by-case basis. <br />It is intended to be used sparingly only for the purpose of gathering information. The Law <br />Department felt that there were questions about safeguards being put in place to prevent <br />abuse, or misuse, and asked that the legislation be held in committee to give them an <br />opportunity to tighten up the ordinance so that it would follow the Charter and prevailing <br />code. The committee unanimously recommended to hold the legislation. The Law <br />Director reported that he will be responding to this issue, and the committee will again <br />discuss it on Apri122. <br />Councilman Gareau, chairperson of the Recreation, Public Parks and Buildings <br />Committee: 1) North Olmsted Recreation Commission met at the Recreation Center on <br />Monday, Apri17. There were several matters discussed: <br />An update on the basketball courts at North Olmsted Park. The current courts are <br />really in an unsafe condition due to the overall surface condition of the playing <br />surface. This includes everything from standing water to cracks to pits and divots. <br />The standing water at points covers half the courts, there really is no drainage. <br />Additionally, several of the courts don't even have backboards or rims. The <br />commission acknowledged that, of this date, the city doesn't own one basketball <br />court, indoor or outdoor. For most of our programs, we do actually use the school <br />facilities. One of the things discussed was exploring grading and resurfacing of the <br />current courts to try to be able to get some use out of them with a possible in-house <br />project with asphalt overlay. The Community Council has generously volunteered to <br />donate the rims. If the resurfacing is done, it will be done in-house with labor and <br />materials probably provided through previous borrowing. <br />The tennis court project is over at the park. The project, as Mr. McKay reported, was <br />cancelled given unforeseen subsurface soil conditions that would have caused an <br />increase in the cost to exceed more than 25% of the original contract price. The <br />Safety Department has advised that the area where the construction was taking place <br />will be cleaned up as it is unsightly at this time. The Recreation Committee of <br />Council will be discussing tennis courts at a meeting next week. Interested residents <br />will be invited to attend. <br />There are additional funds available for improvements at North Olmsted Park through <br />borrowing from two years ago. (Approximately $77,000) There are several possible <br />projects that could be undertaken. In addition to the basketball courts, the Recreation <br />Commission is looking at the prospect of extending the walking path and adding <br />some exercise benches. <br />A consultant has been brought on board to discuss security concerns at the <br />Recreation Center. One of the goals that have been put forward are an assessment of <br />risks and shortcomings. The consultant and the administration will be preparing <br />requests for proposals for security hardware, software and training of personnel at the <br />Recreation Center. As Mr. Jesse indicated, it's a possible goal, but we may be <br />looking at a soft security system. The people working there will know that it's there, <br />but the residents using the facility won't notice anything specifically up front as far as <br />increased security.
