Council Minutes of 3/18/2003 <br />might be helpful to the city in some fashion, but found out that, unless you have a five to <br />six million dollar rehab project of a historic structure, there is probably no practical use <br />for this tax device. It does not have much application in the City of North Olmsted. <br />11) On March 17, he attended a disaster preparedness meeting put on by the Safety <br />Director, whom he commends for putting that on in these times. He has been requested <br />to provide legal advice to city officials and employees regarding liability in the event that <br />they are called to perform a different governmental function during a disaster event. He <br />will provide that legal opinion, but thinks it's safe to say preliminarily that there is a <br />broad grarrt of immunity for oi~icials and employees who are called upon to respond in <br />such disaster events. <br />Finance Director Copfer: 1) As reported by the Law Director, an annual meeting on the <br />operating agreement was held with Fairview Park officials. As an update on the prior <br />debt from the capital amendment which was passed last June by North Olmsted and by <br />Fairview Park in February, Fairview Park last week paid $347,267.58. The annual <br />meeting includes discussions of the estimates provided by North Olmsted to Fairview <br />park, capital expected purchases and improvements to the WWTP that are included in the <br />joint facilities costs. Also, part of the process is finalizing the year 2002, because each <br />year is based on an estimate and it is billed quarterly for the operating portion. So 2002 <br />was finalized, and the 2003 operating issues were presented. <br />2) The annual meeting with Olmsted Township was also held. That agreement is <br />somewhat different than Fairview in that the Olmsted Township annual meeting actually <br />physically adjusts the user's rates on an annual basis. For example, in 2001 the operating <br />agreement, as originally established, was put into effect. In 2002, the year 2001 was <br />finalized and the estimated rate was compared to the actual rate and an adjustment was <br />made to the sewer rate for 2002. The 2002 estimate for the total user charge for Olmsted <br />Township was $34.35 per mcf. The actual cost was $28.68. So the adjustment to the <br />Olmsted Township residents who are on our sanitary sewer system will reduce their rate <br />by $5.67 for the next year to make up for what we technically overcharged them by that <br />estimate. The 2003 estimate for their residents is $31.81 for their user charge. After the <br />adjustment of $5.67 downward, the new rate will be $26.14. That goes into effect June 1. <br />3) Thanks to Council for the budget process. This year was an excellent example of how <br />everyone can work together through budget issues and problems and resolve them in a <br />professional manner and in the best interests of the city. The final detail will be provided <br />soon. <br />4) She has reviewed the Service Director's compensatory time record as submitted by the <br />Mayor to pay the Service Director for compensatory time for her recovering from <br />surgery. It was reviewed for proper form, per her Charter responsibilities. She has <br />preliminarily approved and accepted as proper form 138.5 hours of compensatory time. <br />These were approved based on her administrative knowledge of priorities of issues that <br />required and necessitated additional hours for timing issues. She has required additional <br />information including answers to some general informational questions and more specific <br />documentation regarding certain hours. One issue was that this compensatory time <br />should be used after all sick time has been exhausted, and the Mayor has agreed and <br />asked that record be reflected to show that sick time was taken first. That was done in the <br />last pay. At the suggestion of the city auditors, Costin + Company, she and Law Director <br />. ~.~.~ <br />
