Council Minutes of 2/18/2003 <br />,,,~ Councilman McKay, chairperson of the Finance Committee: 1) The Safety and Finance <br />Committee met joirnly on Tuesday, February 11. Presern were committee members <br />Kasler, Limpert, Miller and McKay; Councilmen Dailey and Gareau and President of <br />Council O'Grady; Mayor Musial, Law Director Dubelko, Finance Director Copfer, Safety <br />Director Jesse and Fire Chief Klecan; Mr. Morley representing the library. The following <br />items were discussed: <br />Legislation to redirect funds into the General Fund: Ordinance 2003-18, which is an <br />ordinance authorizing and directing the crediting of all revenues received from the <br />emergency medical services and ambulance transportation billings in the year 2003 <br />which would otherwise be credited to the Emergency Medical Services Fund to the <br />General Fund and declaring an emergency. Ordinance 2003-19, an ordinance <br />authorizing and directing the crediting of all fines and costs received in the year 2003 <br />by the city from the Rocky River Municipal Court as a result of the disposition of <br />traffic citations issued by police officers while on STOP duty up to a maximum <br />amount of $50,000 which would otherwise be credited to STOP Program Fund to the <br />General Fund. Ordinance 2003-20, an ordinance authorizing and directing the <br />crediting of all insurance proceeds revenues received in the year 2003 up to a <br />maximum amount of $50,000 which would otherwise be credited to the Casualty <br />Loss Fund to the General Fund. Ordinance 2003-21, an ordinance authorizing and <br />directing the crediting of all hoteUmotel tax revenues received in the year 2003 up to <br />a $260,000 maximum amount which would otherwise be credited to the HoteUMotel <br />Fund to the General Fund. The amount of Ordinance 2003-21 was amended from <br />$225,000 to $260,000. The ordinances pertain only to the year 2003. All revenues <br />received from the emergency medical services and the ambulance transportation <br />billing will be credited to the General Fund. A cap of $50,000 from the STOP Fund <br />will be directed to the General Fund. A maximum of $50,000 from the Casualty Loss <br />Fund wilt go to the General Fund. The HoteUMotel tax maximum will be $260,000. <br />Any of these amounts not used for the General Fund will be returned to their original <br />source. The committee recommended approval. <br />Resolution 2003-15, a resolution amending Section 2 of Resolution No. 2002-150 <br />which authorized the Mayor to advertise for bids and to thereafter, following approval <br />of the Board of Control, enter into a contract or contracts for the construction of the <br />new North Olmsted library in order to increase the maximum expenditure authorized <br />for the construction of the building and other related site improvements and declaring <br />an emergency. Council in the year 2002 passed Ordinance 2002-150 which set the <br />maximum expenditure for the library at $5,800,000. The total cost of the project <br />came in at $5,772,295, which is $27,705 below the budget. In all construction, <br />unforeseen changes are likely to be made. In view of the change orders, Council has <br />proposed for a contingency fund of $200,000. This will limit the expenditure of the <br />library building fund and related site improvements to $6,000,000, this is $300,000 <br />less than the original Resolution 2003-15 as stated. The committee recommended <br />passage. <br />Ordinance 2003-14, an ordinance establishing compensation and benefits to be paid <br />to all part-time hourly employees employed by the North Olmsted Municipal Bus <br />Line and declaring an emergency.
