Council Minutes of 2/18/2003 <br />^ Other Governments <br />"~ Insurance (transfer to Recreation Dept. will be revisited. <br />^ Operations, Postage and Legal Advertising <br />^ Law Department <br />^ Bond Retirement <br />Future Finance meetings to discuss appropriations will be held on Wednesday, February <br />19; Monday, February 24; Wednesday, February 26; Wednesday, Mazch S. <br />Councilman Miller reiterated that he felt the amount projected for estate tax revenues was <br />too low as it did not reflect any dollar amount for the second payment that the city will <br />receive. Finance Director Copfer said she had spoken to a gentleman from the estate tax <br />department. He noted that the amounts are estimates based on past history. She feels her <br />numbers are adequate, but she will provide more detailed information at the next budget <br />meeting. <br />Councilman Nashaz, chairperson of the Building, Zoning and Development Committee: <br />1) The BZD Committee met on February 11. Present were committee members McKay, <br />Gareau, Nashar; Councilmen Miller, Limpert, Kasler, President of Council O'Grady; Law <br />Director Dubelko, Building Commissioner Conway, Mayor Musial. Agenda items were <br />as follows: <br />A proposed development of Parcel E which is located on Brookpark Road just north <br />of Wal-Mart. The city was involved in litigation regarding the zoning of this <br />property, and the city was required to change the zoning. The proposal consists of <br />retail and office development. Representing Carnegie Management was Mr. Robert <br />Berryhill. The proposal includes: a retail store of 125,000 square feet, which would <br />be a Target store, approximately the same size as the Wal-Mart store across the street; <br />another smaller retail store approximately 30,000 square feet; two 20,000 square feet <br />office buildings. It was proposed to leave a natural buffer that runs along the northern <br />line abutting the residential property of 75 feet. They would also add a another 25 <br />foot buffer to include mounding, fencing and evergreens. The residential area would <br />be coming into commercial development and, after lengthy discussion, the decision <br />was made that the BZD Committee would send this on to the Planning Commission <br />for their review. Once Planning Commission has reviewed the proposal, it will be <br />sent to the Architectural Review Boazd and then it will come back to the Building, <br />Zoning and Development Committee. <br />Councilman McKay said he wanted to explain that this in no way means that this is <br />passed. It is going on to the Planning Commission. The developer wants to put a store in <br />of 125,000 square feet, which is called abig-box store. The city has an ordinance that <br />prohibits that type of store from going in there. In order to put in a big-box store, the <br />developer would have to get a variance from the Board of Zoning Appeals. There was a <br />good deal of discussion during the committee, and this is not passed yet. No one should <br />get the idea that it is already done. <br />5 <br />
