Council Minutes of 12-21-2004
readable files from the AS400 that's been outstanding for about six months. Regarding
NOMBL, he thinks it is a very important asset to the community. As fuel prices continue
to rise, maybe more people will be riding the bus line. He is aware the city is charging
RTA about $270,000 in administrative fees to administer the bus line. He is concerned
that we get the costs associated with that broken out so that, when we get into
negotiations, we can justify that amount of money. Councilman Miller questioned
Finance Director Copfer about Mr. Dial's comments where he indicated there is some
inconsistency about the reference to whether or not there was a public records request
outstanding. Finance Director Copfer answered that she believes she has complied with
the public records request by providing Mr. Dial with paper reports. That is what the Law
Director had given her instruction and advice on. Mr. Dial wants the information in
machine readable form. She is not required to provide it in that form, but she is
attempting to get the information in that form. In her report, she also said that the records
would not be destroyed immediately, even though she has received authorization to do
so. She will go back through her records and make sure that she has provided all the
information that she is required to provide by law in this ongoing saga.
Joseph Bouman, 23950 Gessner Road, asked Mrs. Copfer if there is an accurate figure on
North Olmsted sales tax revenue. Mayor Musial answered that we have tried to get that
information but it is not available.
Tom Herbster, 4965 Porter Road, a member of the North Olmsted School Board, said the
schools and city have worked together for many years. Various athletic facilities and
fields are used by the schools and different city groups. He feels it was an insult for
someone to indicate that spirit of cooperation did not exist. As a board member, he will
continue to make sure that the cooperation which has existed for years and years would
not fade away.
Don Pangrac, 23470 Sharon Drive, questioned whether the amount that RTA says it will
save ($2.4 million) by acquiring NOMBL and the Maple Hts. bus line is accurate. Mayor
Musial answered that NOMBL General Mgr. Tom Terbrack has calculated our share to
be about $1.4 million. He would rely upon Mr. Terbrack's calculations as he has been in
this business for 30 years and he does do his homework. Mr. Pangrac indicated his
continued dissatisfaction with the potholes on Lorain Road and wondered what condition
the road will be in after the snow melts in the spring. Service Director Driscoll came
forward and said that a crew had been out right after the last Council meeting and at least
one other time.
Jim Burns, 3978 Dover Center, former Finance Director, said about ten years ago, when a
contract was being negotiated with RTA, he did some research. Every vendor license in
the county starts with "18." All of North Olmsted is in zip code 44070. He asked the
treasurer's office to give him the sales tax for the county and for the sales tax collected in
North Olmsted. At that time, about 26% of the sales tax collected in Cuyahoga County
came from North Olmsted. The amount will be different now, but we are providing
money to RTA from this community and in return he does not feel that they give the
suburban communities, especially around this area, the service we really need. It seems
11
