Council Minutes of 12-21-2004 Ordinance No. 2004-181 introduced by Councilwoman Kasler was given its second reading. An ordinance dispensing with the RFP process otherwise required by Sections 111.03 et seq. of the Administrative Code and authorizing the Mayor, subject to approval of the Board of Control, if necessary, to enter into an agreement with Costin + Company in order to provide assistance in GAAP conversion and preparation of the city's CAFR for the year 2004, as amended. (Discussion as to whether the amendment had been voted upon.) Councilman Gareau moved to amend Ordinance 2004-181, and the amendment is consistent with the ordinance as presently written with the removal of the reference to GASB 34 and an additional change. The motion was seconded by Councilwoman Kasler and passed unanimously. Ordinance No. 2004-181 amended. Ordinance No. 2004-183 introduced by Mayor Musial was given its second reading. An ordinance requesting the cooperation of the County of Cuyahoga and the Ohio Department of Transportation as to the projects for the grade, drain, pave, and widening of Stearns Road (CR-76) from Interstate 480 to Lorain Road, and the construction of Crocker-Stearns extension (CR118), from Lorain Road to the North Olmsted north corporation line, and declaring an emergency. Councilman Nashar moved for suspension of the rule requiring three readings, and the motion was seconded by Councilman McKay. Roll call: Nashar, yes; McKay, yes; Limpert, yes; Dailey, yes; Kasler, yes; Miller, yes; Gareau, no. The motion passed with six yes votes and one no vote. Councilman Nashar moved for adoption. The motion was seconded by Councilman McKay and passed unanimously. Ordinance No. 2004-183 adopted. Ordinance No. 2004-184 introduced by Mayor Musial was given its second reading. An ordinance authorizing the Director of Public Safety to request proposals for a video security system for the North Olmsted Recreation Complex; further, authorizing the Mayor to enter into an agreement with the vendor selected in the RFP process and approved by the Board of Control; and declaring an emergency, as amended. Councilman Miller moved for suspension of the rule requiring three readings and remarked the legislation had been reviewed by committee. The motion was seconded by Councilman Dailey and passed unanimously. Councilman Dailey moved for adoption. The motion was seconded by Councilman Miller and passed unanimously. Ordinance No. 2004-184 adopted. Ordinance No. 2004-186 introduced by Mayor Musial was given its second reading. An ordinance to make appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2005. Councilwoman Kasler moved for suspension of the rule requiring three readings and noted the legislation had been heard in committee. The motion was seconded by Councilman Limpert and passed unanimously. Councilwoman Kasler moved for adoption. The motion was seconded by Councilman Limpert and passed unanimously.
