Council Minutes of 12-21-2004 <br />Ordinance No. 2004-181 introduced by Councilwoman Kasler was given its second <br />reading. An ordinance dispensing with the RFP process otherwise required by Sections <br />111.03 et seq. of the Administrative Code and authorizing the Mayor, subject to approval <br />of the Board of Control, if necessary, to enter into an agreement with Costin + Company <br />in order to provide assistance in GAAP conversion and preparation of the city's CAFR <br />for the year 2004, as amended. (Discussion as to whether the amendment had been voted <br />upon.) Councilman Gareau moved to amend Ordinance 2004-181, and the amendment is <br />consistent with the ordinance as presently written with the removal of the reference to <br />GASB 34 and an additional change. The motion was seconded by Councilwoman Kasler <br />and passed unanimously. Ordinance No. 2004-181 amended. <br />Ordinance No. 2004-183 introduced by Mayor Musial was given its second reading. An <br />ordinance requesting the cooperation of the County of Cuyahoga and the Ohio <br />Department of Transportation as to the projects for the grade, drain, pave, and widening <br />of Stearns Road (CR-76) from Interstate 480 to Lorain Road, and the construction of <br />Crocker-Stearns extension (CR118), from Lorain Road to the North Olmsted north <br />corporation line, and declaring an emergency. Councilman Nashar moved for suspension <br />of the rule requiring three readings, and the motion was seconded by Councilman <br />McKay. Roll call: Nashar, yes; McKay, yes; Limpert, yes; Dailey, yes; Kasler, yes; <br />Miller, yes; Gareau, no. The motion passed with six yes votes and one no vote. <br />Councilman Nashar moved for adoption. The motion was seconded by Councilman <br />McKay and passed unanimously. Ordinance No. 2004-183 adopted. <br />Ordinance No. 2004-184 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Director of Public Safety to request proposals for a video <br />security system for the North Olmsted Recreation Complex; further, authorizing the <br />Mayor to enter into an agreement with the vendor selected in the RFP process and <br />approved by the Board of Control; and declaring an emergency, as amended. <br />Councilman Miller moved for suspension of the rule requiring three readings and <br />remarked the legislation had been reviewed by committee. The motion was seconded by <br />Councilman Dailey and passed unanimously. Councilman Dailey moved for adoption. <br />The motion was seconded by Councilman Miller and passed unanimously. Ordinance <br />No. 2004-184 adopted. <br />Ordinance No. 2004-186 introduced by Mayor Musial was given its second reading. An <br />ordinance to make appropriations for current expenses and other expenditures for the City <br />of North Olmsted for the year ending December 31, 2005. Councilwoman Kasler moved <br />for suspension of the rule requiring three readings and noted the legislation had been <br />heard in committee. The motion was seconded by Councilman Limpert and passed <br />unanimously. Councilwoman Kasler moved for adoption. The motion was seconded by <br />Councilman Limpert and passed unanimously. Ordinance No. 2004-186 adopted. <br />Ordinance No. 2004-187 introduced by Councilwoman Kasler on behalf of Mayor Musial <br />was given its second reading. An ordinance to make and transfer appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the year <br />ending December 31, 2004 as amended.
