Council Minutes of 12/7/2004 <br />SERB did not agree and found that there was not probable cause to believe that the <br />fire fighters in that instance had committed an unfair labor practice. <br />2) Collective bargaining update: <br />• Of the seven bargaining agreements that have been negotiated in this cycle, five are <br />approved and signed. The ClericaUTechnical contract has been approved but needs to <br />be signed. The dispatcher's contract will be considered for approval this evening. <br />3) From November 21 to the present, much time has been spent in discussions regarding <br />the renewal of the NOMBL operating agreement. Since the last Council meeting, there <br />have been two negotiating sessions with RTA and a third is scheduled for tomorrow. It <br />remains his number one priority for the month of December to make sure that we do our <br />best in these negotiations to come out with bus service remaining as good as it has been <br />in the past in North Olmsted and surrounding communities, to protect city employees and <br />to address the city's other interests at the bargaining table. <br />4) November 25, provided written legal advice to the Mayor regarding the liability of city <br />volunteers and public records issues involving city volunteers. <br />5) November 29 to present, spent a significant period of time reviewing resumes and <br />scheduling interviews for hiring the city's new Prosecutor as current Prosecutor Dan <br />Ryan is retiring on January 15. He hopes to have somebody in place by the middle of <br />January. There was a good response to the advertisements that were placed in the Plain <br />Dealer and the Ohio Bar Association Report magazine. Initial interviews will start late <br />this week. <br />6) November 29, attended a Board of Control and directors' meeting and attended a <br />Board of Control meeting on December 2. <br />7) December 2, attended the streetscape and design materials meeting presented by the <br />city planner. It was a very good session which involved input from members of the <br />business community. <br />8) December 2, attended a timeline meeting relating to the construction of the new fire <br />station which was chaired by the Safety Director <br />9) December 2, met with Local 3517 officials to discuss the potential acquisition of <br />NOMBL by RTA. <br />10) December 6, enjoyed serving as a judge for Mr. O'Grady's 8th grade Middle School <br />students in their re-enactment of the 1770 Boston Massacre Trial. <br />Finance Director Copfer: 1) Her time has been consumed by the MUNIS training and <br />implementation, the RTA and NOMBL negotiations, the employee health care committee <br />and rearranging the appropriations to cover existing and pending shortfalls within our <br />current means in all the funds. <br />2) Ordinance 2004-194, which is before Council this evening, establishes four-year <br />depository agreements. Every bank that has a branch in North Olmsted is included. <br />3) Ordinance 2004-186, the temporary appropriations for 2005, includes 1/3 of this year's <br />annual appropriations plus adjustments for any items that may occur primarily in the first <br />quarter such as salt purchases, service and safety overtime, parts for equipment, planned <br />Civil Service testing and any miscellaneous implementation costs associated with <br />MLJNIS. These items will be discussed in committee. <br />4) Ordinance 2004-187, a transfer ordinance, is before Council tonight. December 10 is <br />the final date to request any purchases by city departments unless it's truly an emergency. <br />3 <br /> <br />
