Council Minutes of 12/7/2004 <br />Many line items may or will go over by year end; therefore, we need to plan for such line <br />items. Ordinance 2004-187 does need to be passed at the next Council meeting along <br />with the depository legislation and the temporary appropriations. <br />5) She has reviewed the year-end unencumbered balance. We are closed officially for <br />October, but she was taking into consideration transactions through November of which <br />she is aware. Her estimate for the General Fund carry-over is approximately $500,000. <br />President O'Grady: 1) The Committee-of--the-Whole met at the Senior Center on <br />Monday, November 22, at 7 p.m. Present were all members of Council, the Mayor, <br />directors and other members of the administration. Up for discussion was the Master <br />Plan. The conversation and discussions included zoning codes such as code modifications <br />and the possible creation of new districts, planning, housing, economic development and <br />other areas. Thanks to Planning Director Kim Wenger for an excellent presentation and <br />for the excellent work that she and others have done on the Master Plan. <br />Councilman Nashar, chairperson of the Streets & Transportation Committee: 1) The <br />committee met on Monday, November 29, to discuss Ordinance 2004-183. Present were <br />committee members McKay, Dailey, Nashar; Councilman Limpert and President of <br />Council O'Grady; Mayor Musial, City Engineer Durbin, Law Director Dubelko; guests. <br />Ordinance 2004-183, an ordinance requesting the cooperation of the Cuyahoga County <br />and the Ohio Department of Transportation as to a project for the grading, draining, <br />paving and widening of Stearns Road from Interstate 480 to Lorain Road and the <br />construction of the Crocker-Stearns extension from Lorain Road to the North Olmsted <br />county line. A large portion of this will be the grading and draining on Stearns Road, <br />with the connection from Lorain Road into Center Ridge in Westlake. The entire road <br />will be four lanes. During the committee meeting, several questions were asked: Would <br />there be a sound barrier wall for the residences that are abutting the Crocker-Stearns <br />extension north of Lorain? Could underground utilities be provided on Stearns Road <br />from I-480 up to Lorain Road? The questions were addressed to the City Engineer, and <br />he responded with a letter to Council on November 30 indicating that the noise barrier <br />walls were included in the project. Regarding underground utilities, he gave a <br />breakdown of additional costs to the city and to the residents. The additional cost to the <br />city is $3.5 million, and this issue will be addressed again in committee next Tuesday. <br />2) On Friday, November 19, he spoke to Mr. Vern Hartenburg, executive director of the <br />Cleveland Metroparks, with regard to the Bradley Road sidewalk. Mr. Hartenburg said <br />the project is slated to start in the spring of 2005 and will be completed by June. The <br />sidewalk will be 10 foot wide and will be asphalt with a green center line. There will be <br />drainage pipes underneath the sidewalk, and it will tie into the North Olmsted sidewalk <br />on Bradley. <br />Councilman Gareau, member of the Finance Committee, reported for chairperson Kasler: <br />1) The Finance Committee met on November 29. Committee members Limpert and <br />Gareau were present, along with the Finance Director and Law Director and several other <br />members of the administration.
