Council Minutes of 11/3/2004 <br />Safety Director Jesse answered that, with the new paving, there has been some increase in <br />~- <br />speeding as well as an increase in truck traffic. He has discussed the situation with t e <br />Police Chief, and enforcement has been increased with more tickets being written. <br />Obviously, there are some accidents. But we are responding to it, and it's just a matter of <br />time before the people who are the chronic offenders as far as the trucks will understand <br />that they can't go there. Also, he has made it quite clear that it is not an available route <br />for the new Parcel E project. Councilman Miller requested that the Safety Director keep <br />Council informed as to the tickets written on Clague Road for the truck traffic violation <br />issue. <br />~- <br />~,,: <br />Councilman Dailey expressed concern about the brown water situation and asked what <br />could be done. Service Director Driscoll said the problem was due to a water break. <br />When the Cleveland Water Dept. works on a water break, they do not notify the residents <br />that they should be flushing the brown water through their system. The problem is <br />usually cleared up within a day. <br />LEGISLATION <br />Resolution No. 2004-149 introduced by Mayor Musial was given its second reading. A <br />resolution ratifying the application of the Assistant Fire Chief on behalf of the City of <br />North Olmsted for a Federal Emergency Management Agency (FEMA) grant in the <br />amount of $348,270.00 for computer and dispatch equipment, and mobile radio <br />equipment, for the North Olmsted Fire Department, accepting the said FEMA grant <br />subsequently awarded to the City of North Olmsted, authorizing the Mayor to enter into <br />an agreement and/or execute any other documents required by FEMA to effectuate <br />receipt of the grant, further authorizing the expenditure of matching funds by the city, and <br />declaring an emergency. Councilman Miller asked, because of the new information <br />received tonight that the city has received the FEMA grant, would it not be appropriate to <br />consider passing the legislation under suspension of the rule. President O'Grady inquired <br />if there were any objections to considering the legislation under suspension of the rule. <br />There were no objections. Councilman Miller made a motion to suspend the rule <br />requiring three readings on Resolution 2004-149 and remarked that it had been discussed <br />twice in committee meetings and the city has received approval of the grant. The motion <br />was seconded by Councilman McKay and passed unanimously. Councilman Miller <br />moved for adoption. The motion was seconded by Councilman McKay and passed <br />unanimously Resolution No. 2004-149 adopted. <br />Ordinance No. 2004-155 introduced by Councilman Miller on behalf of himself and <br />Council Members Nashar, Kasler and Dailey was given its second reading. An ordinance <br />amending Section Three of Ordinance No. 98-110, as previously amended by Ordinance <br />No. 2003-32, in order to authorize the Springvale Facility Operations Manager to vary <br />rates for ballroom rentals and golf and ballroom program fees and charges, and to provide <br />for Board of Control review and approval of rate reductions in excess of ten percent, and <br />declaring an emergency. Councilman Miller moved to table. The motion was seconded <br />by Councilman Nashar.
