Council Minutes of 11/3/2004 <br />Cedar Point Road bridge, he believes a walking path should be included in the plans. He <br />Rx took pictures of this area which he studied and determined the cheapest way to put a <br />walking path in is to put it on the south side of the street just off the street. Probably an <br />asphalt overlaid on gravel would be fine. If the bridge is to be replaced, he hopes the <br />concept of building a sidewalk on one side that's more than just an edge off the road is <br />kept in mind. Perhaps this could be connected to a walkway that will take the people up <br />the hill safely. He goes up and down the hill everyday and knows it is a safety issue. <br />Charles Dial, 27959 Gardenia, said some of the savings are a little more illusory than <br />what would appear with regard to health savings accounts. People who have health <br />savings accounts obviously want to get the money out of them at the end of the period. <br />That gives them considerable incentive not to seek medical care they might possibly <br />need. Regarding the NOMBL situation and NOMBL losing money on all of its lines, <br />now that we are in a period of permanently higher fuel prices, that probably is going to <br />encourage more NOMBL ridership before long and that will probably help with the <br />problem. He recently attended a public records seminar put on by the Auditor of State <br />jointly sponsored by the Plain Dealer. North Olmsted got some pretty good marks from <br />the lawyer who presented the program in terms of the way we are keeping the audio <br />transcripts for various meetings. The best possible way to maintain those public records <br />is an audio transcript along with probably a video tape recording. He had occasion to ask <br />for a copy of a Finance Committee tape and found it difficult to understand. He had to do <br />some pretty high tech filtering on the tape in order to have some of the voices on it even <br />intelligible. <br />Mayor Musial commented that he hoped he had not given the impression that NOMBL <br />was the only bus line that is losing money. Every line being operated by RTA is losing <br />money. Only 20% of their monies comes from their fare box. The rest is subsidized by <br />the federal and state govenunents. <br />Service Director Driscoll came forward to speak about the leaf pick-up. The cost to the <br />city is approximately a hundred and eighty thousand dollars for the year. That price <br />includes both the leaf pick-up and the cost for maintaining the leaf dump site. It also <br />includes the mulching and the turning of the leaves. The city uses about 20% of those <br />leaves, and the price includes removing the other 80% of the leaves from that dump site <br />for use elsewhere. All that has a value. He has been out this week observing the crews <br />who are working in every zone and has been very satisfied with what he has seen. We do <br />verify that they do make three passes through the city. Some of the passes may go faster <br />because of timing with the way the leaves fall. Right now the leaves are falling quite <br />well, and the crews are picking up heavy amounts of leaves. <br />Paul Kohler, 4420 Clague Road, commented that, since the opening of Clague and <br />Lorain, a lot more trucks (over 5 tons) are coming down the road. In the morning and <br />evening, there is traffic backed up from north to south all the way up from light to light. <br />Residents cannot get out of their driveways. Also, there has been an increase in <br />accidents. Another problem, last week, the area had brown water. It seems that nothing <br />is being done on Clague Road. <br />,, <br />9 <br />
