Council Minutes of 9/21/2004 <br />approval of the Board of Control, to enter into a contract with the architectural firm <br />selected in the RFP process, and declaring an emergency. <br />Resolution No. 2004-147 was introduced and placed on first reading by Councilman <br />Gareau. A resolution authorizing the Mayor to execute a mutual settlement agreement <br />and release with Daniel Biskind and North Olmsted Land Holdings, Ltd., relating to the <br />zoning and development of an approximately twenty-four acre parcel of land, located in <br />North Olmsted along Brookpark Road between Great Northern Boulevard and Columbia <br />Road (commonly known in the city as "Parcel E"), and declaring an emergency. <br />Councilman Gareau moved for suspension of the rule requiring three readings and noted <br />the topic of a release had been discussed at the various BZD Committee meetings where <br />the development of Parcel E was discussed. The motion was seconded by Councilman <br />Limpert and passed unanimously. Councilman Gareau moved for adoption. The motion <br />was seconded by Councilman Limpert and passed unanimously. Resolution No. <br />2004-147 adopted. <br />Resolution No. 2004-148 was introduced and placed on first reading by Councilman <br />Miller on behalf of Mayor Musial. A resolution authorizing the Mayor of the City of <br />North Olmsted to execute an agreement with the Westshore Council of Governments <br />("WCOG") and the cities of Bay Village, Lakewood, Rocky River, Fairview Park, and <br />Westlake, providing for WCOG to establish and operate a central fire dispatch center at <br />St. John West Shore Hospital and for North Olmsted's participation in the central fire <br />dispatch center, and declaring an emergency. <br />Resolution No. 2004-149 was introduced and placed on first reading by Councilman <br />Miller on behalf of Mayor Musial. A resolution ratifying the application of the Assistant <br />Fire Chief on behalf of the City of North Olmsted for a Federal Emergency Management <br />Agency (FEMA) grant in the amount of $348,270.00 for computer and dispatch <br />equipment, and mobile radio equipment, for the North Olmsted Fire Department, <br />accepting the said FEMA grant subs~uently awarded to the City of North Olmsted, <br />authorizing the Mayor to enter. into an agreement and/or execute any other documents <br />required by FEMA to effectuate receipt of the grant, further authorizing the expenditure <br />of matching funds by the city, and declaring an emergency. <br />Ordinance No. 2004-150 was introduced and placed on first reading by Councilwoman <br />Kasler on behalf of Mayor Musial. An ordinance authorizing the Director of Public <br />Safety to request proposals for back-up plans examiner services; further, authorizing the <br />Mayor to enter into an agreement with the examiner selected in the RFP process and <br />approved by the Board of Control; and declaring an emergency. <br />Resolution No. 2004-151 was introduced and placed on first reading by Councilman <br />Dailey on behalf of Mayor Musial.
