Council Minutes of 9/21/2004 approval of the Board of Control, to enter into a contract with the architectural firm selected in the RFP process, and declaring an emergency. Resolution No. 2004-147 was introduced and placed on first reading by Councilman Gareau. A resolution authorizing the Mayor to execute a mutual settlement agreement and release with Daniel Biskind and North Olmsted Land Holdings, Ltd., relating to the zoning and development of an approximately twenty-four acre parcel of land, located in North Olmsted along Brookpark Road between Great Northern Boulevard and Columbia Road (commonly known in the city as "Parcel E"), and declaring an emergency. Councilman Gareau moved for suspension of the rule requiring three readings and noted the topic of a release had been discussed at the various BZD Committee meetings where the development of Parcel E was discussed. Resolution No. 2004-147 adopted. Resolution No. 2004-148 was introduced and placed on first reading by Councilman Miller on behalf of Mayor Musial. A resolution authorizing the Mayor of the City of North Olmsted to execute an agreement with the Westshore Council of Governments ("WCOG") and the cities of Bay Village, Lakewood, Rocky River, Fairview Park, and Westlake, providing for WCOG to establish and operate a central fire dispatch center at St. John West Shore Hospital and for North Olmsted's participation in the central fire dispatch center, and declaring an emergency. Resolution No. 2004-149 was introduced and placed on first reading by Councilman Miller on behalf of Mayor Musial. A resolution ratifying the application of the Assistant Fire Chief on behalf of the City of North Olmsted for a Federal Emergency Management Agency (FEMA) grant in the amount of $348,270.00 for computer and dispatch equipment, and mobile radio equipment, for the North Olmsted Fire Department, accepting the said FEMA grant subs~uently awarded to the City of North Olmsted, authorizing the Mayor to enter. into an agreement and/or execute any other documents required by FEMA to effectuate receipt of the grant, further authorizing the expenditure of matching funds by the city, and declaring an emergency. Ordinance No. 2004-150 was introduced and placed on first reading by Councilwoman Kasler on behalf of Mayor Musial. An ordinance authorizing the Director of Public Safety to request proposals for back-up plans examiner services; further, authorizing the Mayor to enter into an agreement with the examiner selected in the RFP process and approved by the Board of Control; and declaring an emergency. Resolution No. 2004-151 was introduced and placed on first reading by Councilman Dailey on behalf of Mayor Musial. A resolution authorizing the payment of two thousand eight hundred thirty-three dollars ($2,833.00) to Climate-Tech, Inc. for HVAC maintenance at Fire Stations One and Two. 17 ::. w., w- - i.
