Council Minutes of 9/21/2004 <br />last week in September to review the draft that he submitted to OPBA in mid-August. <br />The ClericaUTechnical unit requested a continuance of the scheduled meeting of <br />September 10, and it has been rescheduled for September 27. Today he received a new <br />draft of the new collective bazgaining agreement for the city fire fighters. He had sent a <br />draft to the union requesting comments and any proposed changes. What he received <br />back was an entirely new draft, so it will take some time to compare the two drafts. <br />3) On September 8, he prepazed and submitted to the Ohio Supreme Court Disciplinary <br />Council a response to the grievance that was filed against him by anon-resident property <br />owner. The Disciplinary Council has informed the grievarn that, after investigation of the <br />grievance, they found "no substantial credible evidence of misconduct" and accordingly <br />recommended that no further action would be taken. <br />4) On September 9 and 10, he reviewed and revised the release regazding Pazcel E. That <br />is before Council this evening as Resolution 2004-147 and was discussed during caucus. <br />5) September 9 through 12, he provided legal advice to various city officials regarding <br />the right of city officials and employees to campaign either for or against the fire station <br />bond issue to be voted upon in November. <br />6) On September 10 and 13, he attended meetings relating to the new proposed central <br />fire dispatch center at St. John Westshore Hospital in Westlake. Following the second <br />meeting which was attended by vazious city officials and two representatives from <br />Westlake, he drafted new contract language requested by the Mayor and that new <br />contract language is included in the version of the contract that is attached to the <br />legislation. <br />7) On September 14 and 21, he attended directors' meetings. <br />8) September 15, he attended a public records luncheon seminaz hosted by the local <br />government section of the Cleveland Bar Association. On that same day, Assistant Law <br />Director O'Malley attended anall-day session on the subject of public records law to <br />assist him in providing public records advice to the various boazds and commissions of <br />the city he advises. <br />9) September 16, he attended, along with the Service Director, Finance Director and <br />NOMBL Manager, a meeting with RTA officials to discuss renewal of the city's <br />operating agreement. The current agreement expires on December 31. One of the things <br />discussed was a timetable to complete our negotiations by the end of October so that <br />legislation can be introduced and passed before the end of the year. <br />10) On September 16, he attended a meeting of the Fair Housing Review Board. This <br />Council has approved execution of an interim referral agreement between the city and <br />HUD, and the Law Dept. does have some follow-up items to take caze of before that <br />agreement is executed. <br />11) On September 18, he attended a city boazds and commissions training seminar that <br />was put on by Planning Director Kim Wenger. He commends her on her initiative and <br />for a very well-planned event. Compliments to Assistant Law Director O'Malley for his <br />participation and planning this event with Ms. Wenger. Also, compliments to the many <br />board and commission members who participated, and to Council members McKay and <br />Gareau who participated in a robust discussion regarding planning and development <br />issues. It was a very good training seminaz. It really goes a long way towazd building <br />good cooperative efforts between the boazds and commissions and City Council. <br />2 <br />
