Council Minutes of 9/21/2004 last week in September to review the draft that he submitted to OPBA in mid-August. The ClericaUTechnical unit requested a continuance of the scheduled meeting of September 10, and it has been rescheduled for September 27. Today he received a new draft of the new collective bazgaining agreement for the city fire fighters. He had sent a draft to the union requesting comments and any proposed changes. What he received back was an entirely new draft, so it will take some time to compare the two drafts. 3) On September 8, he prepazed and submitted to the Ohio Supreme Court Disciplinary Council a response to the grievance that was filed against him by anon-resident property owner. The Disciplinary Council has informed the grievarn that, after investigation of the grievance, they found "no substantial credible evidence of misconduct" and accordingly recommended that no further action would be taken. 4) On September 9 and 10, he reviewed and revised the release regazding Pazcel E. That is before Council this evening as Resolution 2004-147 and was discussed during caucus. 5) September 9 through 12, he provided legal advice to various city officials regarding the right of city officials and employees to campaign either for or against the fire station bond issue to be voted upon in November. 6) On September 10 and 13, he attended meetings relating to the new proposed central fire dispatch center at St. John Westshore Hospital in Westlake. Following the second meeting which was attended by vazious city officials and two representatives from Westlake, he drafted new contract language requested by the Mayor and that new contract language is included in the version of the contract that is attached to the legislation. 7) On September 14 and 21, he attended directors' meetings. 8) September 15, he attended a public records luncheon seminaz hosted by the local government section of the Cleveland Bar Association. On that same day, Assistant Law Director O'Malley attended anall-day session on the subject of public records law to assist him in providing public records advice to the various boazds and commissions of the city he advises. 9) September 16, he attended, along with the Service Director, Finance Director and NOMBL Manager, a meeting with RTA officials to discuss renewal of the city's operating agreement. The current agreement expires on December 31. One of the things discussed was a timetable to complete our negotiations by the end of October so that legislation can be introduced and passed before the end of the year. 10) On September 16, he attended a meeting of the Fair Housing Review Board. This Council has approved execution of an interim referral agreement between the city and HUD, and the Law Dept. does have some follow-up items to take caze of before that agreement is executed. 11) On September 18, he attended a city boazds and commissions training seminar that was put on by Planning Director Kim Wenger. He commends her on her initiative and for a very well-planned event. Compliments to Assistant Law Director O'Malley for his participation and planning this event with Ms. Wenger. Also, compliments to the many board and commission members who participated, and to Council members McKay and Gareau who participated in a robust discussion regarding planning and development issues. It was a very good training seminaz. It really goes a long way towazd building good cooperative efforts between the boazds and commissions and City Council. 2
