Council Minutes of 9!21/2004 <br />Finance Director Copfer: 1) She attended two meetings regarding the central dispatch <br />proposals and the legislation. One meeting was internal with the administration, and one <br />included the administration and also Mayor Clough from Westlake and the Fire Chief <br />from Westlake. <br />2) Today the Board of Control awarded the contract for the design and build of the <br />financial accounting system to Munis. This is only for software, data base applications <br />conversion, training and implementation. The estimated cost is $50,000 if we have 50 <br />concurrent users. More detailed information is available to Council in the Board of <br />Control packets from today's meeting. There are still hardware costs which include the <br />server, cash drawers, possibly time clocks, primers and other peripheral devices that we <br />may need to process information. <br />2) She provided a packet of information to the Springvale task force for last week's <br />meeting which consisted of historical financial data and debt information. <br />3) She also met with RTA for their contract negotiations. It's important to understand <br />that, as it's always been, their ultimate goal is for us to provide service at a cost equal to <br />or less than what they can provide the service for. That is what keeps us a viable entity. <br />We provide data to RTA every month, but we have requested information from them so <br />that we know what our targets are required to be. <br />Councilman Nashar, chairperson of the Streets & Transportation Committee: 1) The <br />committee met this evening to discuss Ordinance 2004-138. Present were committee <br />members Dailey and McKay; Councilmen Gateau, Miller, Limpert, President of Council <br />O'Grady, Councilwoman Kesler; City Engineer Durbin, Service Director Driscoll, Law <br />Director Dubelko, Planning Director Wenger, Safety Director Jesse, Personnel Director <br />Farver. The following items were discussed: <br />Ordinance 2004-138, an ordinance enacted by the City of North Olmsted, Cuyahoga <br />Count, hereinafter referred to as the Local Public Agency in the matter of the stated <br />described project (improvement of Great Northern Boulevard from Butternut Ridge <br />Road to Country Club Boulevard). This road is in much need of repair. The city has <br />done some temporary repairs by asphalt patching. A total rehab-a tear-out and <br />resurfacing-will be done next year. The total project cost will be $221,000 by the <br />state, and the portion to the City of North Olmsted will be $51,000. <br />Service Director Driscoll reported on the streets that have been repaired and <br />resurfaced so far this year. Having complete asphalt resurfacing were Root Road and <br />Butternut Ridge Road from Revere to Lorain. Other streets that have been repaired <br />with asphalt, including an additional three inches of asphalt, are Theresa, Grace, <br />Lewis and Charles. Concrete replacements were Winton Park, Sweetbrier, Andorra, <br />Kew and half of Wisteria is now complete. The committee discussed handicapped <br />ramps along Lorain Road and other major intersections. There are 50 handicapped <br />ramps that are designated for repair. Two of the ramps will be repaired with a new <br />material. If it holds up during the winter months, the balance of the ramps will be <br />done next year. Of the 50, 11 will be concrete repairs and not concrete replacements. <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) <br />The committee met September 14.
