Council Minutes of 9/7/2004 <br />Councilman Nashaz commented, regarding the Finance Director's planned meetings with <br />the Springvale Facility Manager, that he would ask the Mayor to also meet with Marty <br />Young to keep the lines of communication open. He would hope that the task force does <br />not become a "finger-pointing" issue. <br />Councilman McKay, chairperson of the Environmental Control Committee: 1) The <br />committee met on Tuesday, August 31. In attendance were committee members Nashaz <br />and McKay; Council members Gareau, Limpert and Miller; Personnel Director Farver, <br />Safety Director Jesse, Finance Director Copfer; and resident Paul Barker. The committee <br />discussed Ordinance 2004-130, an ordinance creating new Section 505.081 and amending <br />Section 505.08 of Chapter 505 of the General Offenses Code eirtitled "Animals and <br />Fowl" in order to require that dog owners carry materials or implements for collecting <br />feces while walking their dogs, and further to more cleazly establish that allowing <br />animals to defecate on properties of others creates a nuisance condition proscribed by <br />Section 505.08. Mr. Nashaz believes this will help our tree lawns and our sidewalks to be <br />kept in a state of cleanliness while showing respect for our neighbors and residents. Mr. <br />Limpert questioned the need for police officers with dogs to be named in the ordinance. <br />The Law Director confirmed that police officers aze addressed in the language which <br />states that the owner or person in chazge or control of such animal is responsible for its <br />actions. Mr. Bazker dated he had visited Portland, Maine and the city had various <br />locations where plastic bags were available to residents. North Olmsted will be <br />reviewing this possibility in the future. Councilman Gazeau noted that there are no <br />containers existing along the bike path for animal waste, and this also will be addressed <br />in the future <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) <br />The committee met on August 31 for the purpose of interviewing Mrs. Maureen Diver for <br />an appointment to the Boazd of Zoning Appeals for the term of January 1, 2004 through <br />December 31, 2008. Present were committee members Limpert and Miller. A good <br />discussion as to the duties was had, and some fine input was given by the Law Director. <br />The two members voted to approve. Councilman Limpert made a motion that Council <br />approve the appointment of Maureen Diver to the Boazd of Zoning Appeals. The motion <br />was seconded by Councilman Miller and passed unanimously. Councilman Limpert <br />asked Mrs. Diver to stand and be recognized. She was congratulated by all present. <br />Councilman Limpert thanked her for donating her time to the city. <br />Councilwoman Kasler said she wished to apologize to her fellow Council members and <br />constituents for her recent absence. She explained the nature of the absence was that her <br />law practice has taken a rather odd turn and is starting to require some significant travel. <br />She is working on ways to lay some groundwork for others to take that over, at least in <br />part, and it will reduce those absences.
