Counci[ Minutes of 9/'I/2004 <br />Mr. Dial asked about the status of the transformer at the WWTP. Service Director <br />Driscoll came forward and said he had been told by the Superintendent of the WWTP <br />that the best price on the purchase of the transformer is the Illuminating Company. Their <br />proposal to purchase the transformer also included installation of the transformer. At this <br />poirn in time, we would like to proceed only with purchasing the transformer and install <br />the transformer during the winter during our relaxed permit period. We have to get <br />verification from the Illuminating Company that they would be willing to provide this <br />transformer at that price without a contract to install it at this point in time. As of this <br />moment, we're waiting for the Illuminating Company to get back to us with that answer. <br />Mr. Dial said that the Illuminating Company might make an adjustment in the electrical <br />rate after installation, so that should be considered. <br />Dennis Lambert, 25057 Cazey Lane, recently traveled the Al-Can Highway and noticed <br />the construction of the road. In America, most roads are concrete from 8 to 12 inches <br />thick. In Canada, they aze experimenting with some new road surfaces on the Al-Can <br />Highway. Those highway speed limits aze over 70 mph. The temperatures have a large <br />range from the heat of the summer when the sun goes down close to 11 p.m. to the winter <br />when it can be 35 to 40 degrees below zero. The roads are under Beat stress and take a <br />beating because most of the vehicles are tractor trailers and fuel trucks which often carry <br />two fuel tankers behind them. The road is basically gravel that's immersed in an epoxy <br />solution. It is extremely durable and it's a good running surface for high speed. In this <br />area, a coat of asphalt over it would make it a good surface and very cheap to maintain. <br />Epoxy resin material is impervious to salt, unlike concrete which is porous and absorbs <br />water. He asked the City Engineer to perhaps check with the Provincial Minister for <br />Transportation for Canada and find out what kind of information they have on these kinds <br />of roads. On the issue of Pazcel E, he suggested the issue of access be looked at very <br />seriously so that the city is not liable for damages. <br />Patricia Deis, 26893 Sweetbriaz, thanked the city for replacing the street. It was badly <br />needed. She would like to revisit the issue of signage on Sweetbrier Drive. As many on <br />Council will remember, there was an issue with signage and people dropping their <br />children off. All kinds of signs warning about this were put up. Mr. Miller was <br />somewhat concerned because the signs appeared to be confusing. At the time, it was an <br />elementary school and there were young children using the crosswalks. It is now an <br />intermediate school with fourth to six graders. She is asking respectfully that the signage <br />on Sweetbrier be revisited and taken to two signs from four and eliminate the space that <br />is no parking 24 hours a day. Not one thing has happened there in the last four and a half <br />years that would merit keeping that a no parking zone. The parking could be restricted <br />only during the hours of dismissal and opening of school. It would be much less <br />confusing. Service Director Driscoll came forwazd and said this was the first time the <br />issue had been presented to him. He will look into it and get back to Mrs. Deis and <br />Council. <br />8 <br />i <br />
