Council Minutes of 8/17/2004 <br />Gareau moved for suspension of the rules requiring three readings and committee review. <br />The motion was seconded by Councilman Limpert and passed unanimously. Councilman <br />Gareau moved for adoption, and the motion was seconded by Councilman Limpert. Roll <br />call: Gareau, no; Limpert, no; McKay, no; Nashar, no; Dailey, no. The motion failed by <br />a unanimous vote. Resolution No. 2004-125 was not adopted. <br />Resolution No. 2004-127 was introduced and placed on first reading by Mayor Musial <br />noting that this is the second resolution of atwo-resolution process. There were <br />extensive meetings with regard to the first resolution as to the need and the approximate <br />amount of monies required to provide for a new Fire Station No. 2. Following Council <br />approval of that, a second resolution is necessary in order to secure the actual millage <br />from the County Auditor and to place the issue on the ballot for the November election. <br />This resolution must be passed and delivered to the Board of Elections by August 19. A <br />resolution determining to proceed to submit to the electors of the City the question of <br />issuing bonds, in the aggregate principal amount of $4,000,000, for the purpose of <br />constructing, furnishing, equipping and otherwise improving a fire station, providing fire <br />apparatus and equipment to be housed therein and acquiring, preparing and otherwise <br />improving real estate and interests therein for its site; and declaring an emergency. <br />Councilman McKay moved for suspension of the rules requiring three readings and <br />committee review. The motion was seconded by Councilman Nashar and passed <br />unanimously. Robert Strnad, 4861 Porter Road, asked the- Mayor and Council if <br />$4,000,000 was being requested for a new fire station. Mayor Musial said it was for a <br />new f re station and the inclusion of the purchase of property and a Quint fire engine. Mr. <br />Strnad asked if North Olmsted had considered cooperation with surrounding suburbs for <br />fire protection. Mayor Musial said the administration has looked at the possibility of <br />cooperation with Olmsted Township and North Ridgeville and determined it would not <br />be feasible at this time. Mr. Strnad asked about Westlake, and the Mayor said there <br />would be a question of response time. Mr. Limpert said the state of our current No. 2 <br />station could be described as a "money pit" as there are severe problems inside. 1•f we put <br />money into it, we will still have an undersized facility that was not built to serve a <br />growing community. Mr. Strnad asked if regional government included fire and safety. <br />Mr. Limpert said the response time issue was still a question. The Westlake station on <br />Crocker Road and the station in Olmsted Township are not close enough to properly <br />serve the west end of North Olmsted. Councilman McKay moved for adoption. The <br />motion was seconded by Councilman Nashar and passed unanimously. Resolution <br />No. 2004-127 adopted. <br />Resolution No. 2004-128 was introduced and placed on first reading by Councilman <br />Nashar on behalf of himself and Councilman Miller. A resolution urging the Ohio <br />General Assembly to pass legislation banning the use of hand-held cell phones by <br />operators of motor vehicles on the roads and highways of the State of Ohio. <br />Fem. <br />11 <br />
