Special Council Minutes of 6/28/20Q4 <br />Architectural Review Board <br />The Architectural Review Board made the following recommendations and <br />contingencies on Apri121, 2004: <br />1. With respect to Target, Target's entrance feature/gable will be downsized to be <br />more in balance with the entire building. <br />2. The lettering on Target's main entrance sign will be a maximum height of 4 feet. <br />3. On the south elevation, there will be greater variation in height between the <br />white brick elements and the red brick elements. <br />4. On the west elevation, another building segment/break-out will be created. <br />Immediately south of the center tower, the white brick will be of equal width of <br />the white brick immediately north of the tower. The higher red brick <br />facade/kick-out south of the center tower will be reduced in width, and will then <br />be duplicated/reproduced using same colors and brick material and added on the <br />west facade further south of the original facade/kick-out. <br />5. With respect to Buildings B, C and D, the recommendation was on all north <br />elevations, the railings will be broken up with solid elements. <br />6. The identification of the materials and color placements would be identified on <br />new plans, which has been done. <br />7. With respect to the general site, circulation at the main interior intersection will <br />be addressed so that there will not be access upon entering the site down the first <br />parking aisle on the east closest to Building B. <br />8. The curb cut on the southwest side of Building D is to be removed and <br />additional landscaping used to replace the drive. <br />9. All landscaping will be readdressed including proper landscaping plans and <br />presented to Planning Commission for review, which was done. <br />10. The tree survey was to be completed and presented to the Planning Director, <br />which was done. <br />11. The height of the mound and fencing along the property lines are to coincide <br />with the tree survey to determine height and location. All mounding throughout <br />the site should undulate between six and eight feet depending on the tree survey, <br />and the fencing is to be 6-feet vinyl natural colored fencing (not white). The <br />goal of the six to eight foot differences is to preserve the existing mature trees <br />on the site. Mature trees will buffer the neighbors far more than mounding and <br />fences. (Mr. Crueau believes the agreement is an eight foot fence, not an <br />undulating six foot to eight foot fence.) <br />12. New lighting/photometric plans are to be submitted to Planning Commission <br />and meet city codes. They must comply with 1161.12. <br />13. All of the contingencies were to be submitted to the Planning Director prior to <br />final approval. <br />The foregoing was the history of the projects and the recommendations of the various <br />boards and commissions. Tonight, some additional issues were brought up, some of <br />which were mentioned during the previous report and some will now be included. With <br />respect to lights, they will be moved 65 feet along the north and designed to Section <br />1161.12.
