Special Council Minutes of 5/26/2Q04 <br />Discussion arose concerning lighting during the course of these meetings. It was noted <br />that lighting complies with local code to regulate the light fixtures; to avoid spillover <br />lighting, the light will be zero foot candles at the lot line with residential property. The <br />lighting will also be controlled depending on the time of day and work hours. Noise was <br />discussed. The project will not permit outdoor loudspeakers and current loudspeakers <br />must be discontinued. Adjacent residences complained of the practice of salesmen and <br />staff setting off car alarms to locate vehicles out in the center of the parking lot. It is <br />highly encouraged by this board that such practice cease immediately, and the <br />recommendation would be included in any motion from the committee. Water run off <br />was discussed. The underground retention will maintain the water on the lot and release <br />it into the adjacent tributary through asix-inch pipe. In other words, the entire lot will <br />funnel through asix-inch pipe into the back drainage. It was stated by Engineering that <br />this would have the effect of at least reducing run off from the current undeveloped site. <br />Traffic was discussed. T'he committee and the City Planner, did not believe a traffic <br />study was in order given the proposed use and its location on Lorain Road. The amount <br />of trips generated on a major thoroughfare such as Lorain Road would have little impact <br />upon the overall traffic of Lorain Road. Many residents complained of Gamey taking test <br />drives through Ranchview, West Ranchview and Timber Cove. Again, it's recommended <br />that such practice be abated or avoided if it can be. Site access was discussed. The <br />turning radius will be sufficient to permit truck access from trucks coming from Rt. 252. <br />Unloading will occur in the site only. This has been brought up by several residents <br />about the ability of the truck to enter the site and not unloading within the turning lane on <br />Lorain Road. That will no longer take place. All unloading will be taken care of on site. <br />Ganley has made assurances that their engineering and azchitecture has insured that <br />trucks can make the turn onto the site. Also discussed was maintenance and failing to <br />maintain the site. It was stated that Ganley be required to police trash and debris and <br />maintain the site according to code. To the extent that they do not, complaints should be <br />referred to the City of North Olmsted property maintenance officer who will in turn relay <br />those matters to Ganley. Landscaping was mentioned. It was questioned whether <br />landscaping that dies must be replaced. It simply must be maintained. It's been noted in <br />the different meetings that deviations from approved plans are illegal in the City of North <br />Olmsted. Gamey is not permitted to simply put up landscaping, let it die and not replace <br />it, especially if landscaping is part of the buffering and screening. Considerable <br />discussion took place concerning parking. As represemed by Ganley, the site requires the <br />use of 717 spaces to accommodate all three dealerships. Several members of Council and <br />the audience felt this was unnecessary and promoted needless, useless blacktop. Mr. <br />Jordan Berns stressed that this was actually under what Volkswagen required, but that it <br />was acceptable to Volkswagen in order to move the project along. It should be noted that <br />the parking in the rear is not generally for display, but for stacking/storage of Ganley <br />Hyundai, Subaru and Volkswagens. Although some wanted the number reduced, there <br />was not a particulaz number articulated as to what that number should be. Some <br />questioned the removal of the trees. It was stated that even without the rezoning, the <br />residential area that is currently forested could be clear-cut if owned by Gamey at any <br />time without a permit to accept underground water storage for the adjacent retail use. <br />That was discussed at one of the earlier meetings.
