Council 11+iinutes of 5/i8~2884 <br />~~~ Committee, having gone through the budget as proposed by the administration, was able <br />to realize a reduction in the proposed budgeting. Most of those funds were quickly <br />allocated to other uses. Councilwoman Kasler said she had told Mr. 7ablonski she would <br />be talking to him about the property maintenance issue. She has not done so yet because <br />the method of addressing this issue has not been finalized. She had assumed it would be <br />discussed in a committee, but that has changed to a different forum based on her <br />conversations with the Law Dept. She will contact Mr. Jablonski when Council is ready <br />to discuss the property maintenance issue and his suggestion of a flyer will be discussed. <br />Councilman Dailey commented that the new part time property maintenance inspector <br />has addressed concerns and followed up on a very timely basis. Mr. Jablonski agreed. <br />President O'Grady, Councilman Gareau and Councilman Miller said they too had good <br />results when directing problems to the new inspector. Mrs. Kasler noted that all the <br />issues Mr. Jablonski was concerned about would be discussed when Council looks at the <br />entire picture of how to address property maintenance. <br />LEGISLATION <br />Ordinance No. 2003-86 introduced by Mayor Musial and Councilman Gareau was given <br />its third reading. An ordinance amending Sections 927.04, 927.05, 927.06, 927.07, and <br />927.08 of the Streets, Utilities and Public Services Code, being various sections of <br />Chapter 927 entitled "Storm Water Management and Urban Sediment Pollution <br />Abatement Systems," so as to follow rules and regulations promulgated by the United <br />States Environmental Protection Agency (EPA), as amended. Councilman Gareau <br />moved far adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously. Ordinance No. 2003-86 adopted. <br />Ordinance No. 2003-128 introduced by Councilman McKay was given its third reading <br />An ordinance amending Sections 1353.11 and 1353.12 of Chapter 1353 of the Building <br />Code, entitled "Grading and Surface Water Drainage," in order to better regulate grade <br />changes on private property which adversely affect adjoining property owners, and <br />declaring an emergency. Councilman McKay moved for adoption. The motion was <br />seconded by Councilman Nashar and passed unanimously. Ordinance No. 2003-128 <br />adopted. <br />Ordinance No. 2004-41 introduced by Councilman Miller was given its third reading An <br />ordinance creating new Section 141.09 of the Administrative Code, entitled <br />"Administrative Motor Vehicle Pool" in order to establish a motor vehicle pool for the <br />purpose of providing motor vehicles for use by the Mayor and the city directors when <br />conducting official city business. Councilman Miller moved for adoption, and the motion <br />was seconded by Councilwoman Kasler. Roll call: Miller, yes; Kasler, yes; Dailey, yes; <br />Gareau, yes; Limpert, no, commenting he does not feel this is customary. He thinks it's a <br />breech of agreements that have been made with various city employees. He finds there is <br />little savings to this and. thinks it's an egregious error. Roll call continued: McKay, no; <br />Nashar, yes. The motion passed with five yeas and two nays. Ordinance No. 2004-41 <br />adopted. <br />9 <br />
