Council Minutes of 4/20/2004 <br />the actual equipment is free with the contract, the committee would recommend an <br />~,~,, amendment that would state that this was for cell phone service as opposed to <br />purchase and service. <br />2) A Finance Committee meeting was held on April 20 to discuss Ordinance 2004-68. <br />The contract was provided. Several other issues arose, and there were some other <br />amendments to be made: 1) an amendment that stated there is no requirement, due to the <br />nature of the contract, for public bid or for the ItFP process that is normally required; 2) <br />the contract is for two years instead of one; 3) the Law Director also added a cap of <br />$25,000 over the two-year contract. At this time it is $8,640 a year. Should the contract <br />go over that limit over the two years, then it should have been publicly bid. After <br />discussion, the committee asked that the amount be reduced to $10,000 a year, making <br />the total for two years no more than $20,000. Other discussion items included the cost <br />of overage and that Verizon has a unilateral authority to change the price, but then the <br />city has an authority to opt out should that price be changed. The committee <br />recommended that the ordinance be held and discussed at a committee meeting next week <br />so that all the issues can be clarified. If that occurs, then passage under suspension of the <br />rule will be considered. <br />Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The Safety Committee met on April 13. All committee members were present as well as <br />the Law Director. Representing the Police Dept. was Capt. Wozniak. The committee <br />discussed Ordinance 2004-67, an ordinance authorizing the Mayor to enter into a contract <br />with B & C Communication Inc. to maintain base radios and console as well as mobile <br />in-car radios for the Police Department and declaring an emergency. It is important to <br />note that this issue is not one that is requved to go to bid because of dollar amount and <br />the fact that it is not a personal services contract. This is for cone-year contract, start <br />date to be April 1 and end date is March 31, 2005. The contract is to service one <br />Motorola 2-positition dispatch console, two Motorola base stations, twenty-two mobile <br />radios and two control stations at a rate of $185 a month. Annual fee of $2,220. Capt. <br />Wozniak presented to Council the second page of the exhibit for Ordinance 2004-67, <br />which was a B & C Communication letterhead service agreement. Council accepted that <br />as completing the exhibit necessary for passage, discussed the issues to include the fact <br />that the department has been very satisfied with the past services of B & C. Because of <br />the peculiar nature of licensing and authority to service Motorola products and federal <br />licensing, the committee recommended approval of Ordinance 2004-67 and <br />recommended passage under suspension of the rule. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The Building, Zoning and Development Committee of Council met on April 13. <br />Present were committee members Gareau and Limpert as well as the Planning Director, <br />Mayor, City Engineer and directors Jesse, Driscoll and Dubelko. Agenda items included: <br />• The proposed memorial addition to the North Olmsted Park, which will be a <br />complement to the current Korean and Viet Nam memorials as well as what we now <br />come to find out is actually a WWII memorial. As the Mayor indicated, it will be a <br />design to balance with the current memorials on the site with site appropriate <br />landscaping. The texture and building materials that will be used are consistent with <br />4 <br />.................. . <br />
