Council Minutes of 4/20/2004 <br />the current memorials that are located on the site. All branches of the military will be <br />represented on the memorial. It should be noted that it will be specifically dedicated <br />to the men and women who have served in WWI and WWII. This is being donated to <br />the city by Mr. Mark Kacirek from Kacirek's Funeral Homes; Kotecki Rock of Ages; <br />Mr. Jack Boss, a residem; Mr. Brian Zergott, a resident. He remembers the speech <br />given by the veterans last year, and it's nice to see that this is being done by this <br />Memorial Day. <br />• A Planning Commission item, a proposal for the new VFW Post 7647, located at <br />30036 Lorain Road. This is zoned General Retail Business. It includes site <br />improvements, additional parking, site lighting, landscaping, handicapped accessible <br />ramp and the addition of a flag pole. Variances in this situation included no loading <br />dock based upon the uniqueness of the site and the particular uniqueness of the use. <br />There will be no underground irrigation at this time. However, when the Phase II is <br />done, the city has reserved the right to go back and address the irrigation which is not <br />being put in now. The building will be landscaped and painted. The building is a <br />former dance studio which is currently vacant. A possible addition to the building <br />will be considered in the future, and they would also like to have a hall. The <br />committee voted to approve the proposal, reserving the irrigation issue until Phase II <br />is implemented, and subject to recommendations of the various boards and <br />commissions. Mr. Gazeau moved that Council approve the proposal for the VFW <br />Past 7647 to be located 30036 Lorain Road, with the irrigation issue to be reserved <br />until Phase II is implemented and subject to recommendations of the various boazds <br />and commissions. The motion was seconded by Mr. Limpert and passed <br />unanimously. (They hope to open the post by July 4.) <br />• Ordinance 2004-63, which dispenses with the RFP process and authorizes the Mayor <br />to enter into a contract with Compuhensive Business Solutions Inc. to maintain ICES <br />program and IPAC pocket units for the Building Department and declaring an <br />emergency. This provides for an ongoing maintenance agreement of computers and <br />software for the Building Dept. The mainenance agreement is $1,339. There is a <br />$1,029 addition for seven hand-held units. The matter was held in committee until <br />April 20 because an exhibit was missing. <br />2) A BZD Committee meeting was held at 6:45 p.m. on April 20. Agenda items <br />included: <br />A follow-up review of Ordinance 2004-63. The exhibit was presented. There was <br />no further discussion on the matter, understanding that this was necessary to maintain <br />the computers and software in the Building Dept., and the committee unanimously <br />recommended approval. <br />• An informational discussion was held on Ordinance 2004-6b, an ordinance amending <br />Section 1161.05 of the city's Zoning Code in order to adjust minimum parking <br />standards for large unit commercial developments. The city has studied the concept <br />of adjusting the minimum parking standards for shopping centers exceeding 12,000 <br />square feet commercial development. City planner Kimberly Wenger discussed the <br />current standards of 6.5 spaces per 1,000 square feet of development. Based on her <br />experience in the area, she thought it seemed excessive. It also stands in the way of <br />perhaps preserving additional green space in parking lots. It's interesting to note that <br />the 6.5 spaces per 1,000 square feet would be the standard that applies to Great <br />,r .,.... . - - µ, . <br />
