Council Minutes of 4/6/2004 <br />111 of the Administrative Code, entitled "City Contracts" in order to require the city's <br />contractors to disclose information relating to past litigation involving claims by or <br />against the contractor, and declaring an emergency as amended. <br />Resolution No. 2004-59 was introduced and placed on first reading by Mayor Musial. A <br />resolution celebrating Arbor Day in the City of North Olmsted. Councilman McKay <br />moved for suspension of the rules requiring three readings and committee review. The <br />motion was seconded by Councilman Nashar and passed unanimously. Councilman <br />McKay moved for adoption. The motion was seconded by Councilman Nashar and <br />passed unanimously. Resolution No. 2004-59 adopted. <br />Ordinance No. 200460 was introduced and placed on first reading by Councilwoman <br />Kasler. An ordinance amending Section 137.01 (Composition) of Chapter 137, entitled <br />"Department of Law" of the Administrative Code, in order to provide for a second law <br />clerk position in the Law Department. <br />Ordinance No. 2004-61 was introduced and placed on first reading by Councilman <br />Gareau. An ordinance amending Section 955.02 of Chapter 955 Sale of Surplus Personal <br />Property of the Codified Ordinances of the City of North Olmsted regarding the <br />procedure for sale of surplus property to include authorization to auction surplus property <br />at electronic auction websites <br />Resolution No. 2004-62 was introduced and placed on first reading by Mayor Musial <br />who noted Council had been provided with a synopsis of the contract. The contract is <br />already expired and it is necessary for this to go into effect immediately in order to <br />preclude any lapse of services to the community. A resolution approving of and <br />authorizing the Mayor to enter into a collective bargaining agreement with the American <br />Federation of State, County and Municipal Employees ("AFSCME"), Ohio Council 8, <br />Local 3517 for the employees of the North Olmsted Municipal bus Line ("NOMBL"), for <br />the period August 1, 2003 through July 31, 2006 and declaring an emergency. <br />Councilman Limpert moved for suspension of the rules requiring three readings and <br />committee review. The motion passed unanimously. Councilman Limpert moved for <br />adoption. The motion was seconded by Councilman Gareau and passed unanimously. <br />Resolution No. 2004-62 adopted. <br />Ordinance No. 2004-63 was introduced and placed on first reading by Mayor Musial. An <br />ordinance dispensing with an RFP process and authorizing the Mayor to enter into a <br />contract with Compuhensive Business Solutions, Inc. to maintain ICES program and <br />IPAC pocket units for the Building Department, and declaring an emergency. <br />Resolution No. 2004-64 was introduced and placed on first reading by Councilwoman <br />Kasler. A resolution authorizing the Mayor of the City of North Olmsted to consent to <br />the assignment and assumption agreement entered into by and between the Osterland <br />Company and the Shelly Company for purposes of the Shelly Company performing the <br />remaining obligations of the Osterland Company on Lorain Road rehabilitation project, <br />and declaring an emergency. Councilman Nashar moved for suspension of the rules <br />requiring three readings and committee review. The motion was seconded by <br />Councilman Gareau and passed unanimously.
