Council Minutes of 4/6/2004 <br />The motion was seconded by Councilman Gareau and passed unanimously Resolution <br />No. 2004-64 adopted. <br />Resolution No. 2004-65 was introduced and placed on first reading by Mayor Musial on <br />behalf of himself and Councilmen Nashaz, Limpert and Dailey. Mayor Musial said there <br />is an issue of stranded costs associated with public utilities in northeast Ohio. First <br />Energy Corporation has had an approved rate stabilization since 2002 which runs through <br />2005. They want to extend that for an additional three yeazs when it appears that they <br />have already collected the stranded costs. A resolution urging the Public Utilities <br />Commission of Ohio (PUCO) to deny the proposed "rate stabilization plan" for electrical <br />power utility, First Energy Corporation, and declaring an emergency. Councilman Dailey <br />moved for suspension of the rules requiring three readings and committee review. Roll <br />call: Dailey, yes; Nashaz, yes; Miller, yes, with comment that he would encourage the <br />Mayor to get busy with the credits to our own residents that aze due as a result of the <br />water/sewer rate. Roll cal continued: Gazeau: yes; McKay, yes; Limpert, yes; Kasler, <br />yes. The motion passed unanimously. Finance Director Copfer commented that it was <br />her responsibility to make sure the credits aze applied. She is working on resolving that <br />issue. She is considering bringing in a part-time temporary service to go through all the <br />reports and do it manually. That is the only way to get an accurate accounting because <br />the information received is not in a reasonable order. She has discussed with the Mayor <br />that the legislation needs to be changed for the coming yeaz, possibly to reflect a <br />recommendation that was made that the residents bring in their four quarters of bills to <br />the Finance Department for a refund. She cannot estimate at this time how long this <br />procedure will take. Councilman Dailey moved for adoption. The motion was seconded <br />by Councilman Nashaz and passed unanimously. Ordinance No. 2004-65 adopted. <br />Ordinance No. 2004-66 was introduced and placed on first reading by Councilman <br />Gareau. An ordinance amending Section 1161.05 of the city's Zoning Code in order to <br />adjust minimum parking standards for large unit commercial developments. <br />Ordinance No. 2004-67 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Mayor to enter into a contract with B&C Communication, Inc. <br />to maintain base radios and console as well as mobile in-caz radios for the Police <br />Department, and declaring and emergency. <br />Resolution No. 2004-68 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Mayor to enter into an agreement with Verizon Wireless for <br />the purchase of thirty (30) cell phones and related services for the City of North Olmsted. <br />Resolution No. 2004-69 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Director of Public Service to advertise for bids for the awazd of <br />a contract to provide new pavement markings to various streets at various locations in the <br />city, as detailed in the specifications on file in the Engineering Department, and <br />authorizing the Mayor, following approval of the Boazd of Control, if necessary, to <br />contract for the same with the lowest and best bidder, and declaring an emergency. <br />Councilman Nashaz moved for suspension of the rules requiring three readings and <br />committee review. The motion was seconded by Councilman Miller and passed <br />unanimously. Councilman Nashar moved for adoption. The motion was seconded by <br />Councilman Miller and passed unanimously.
