w <br />~~ NORTH OLMSTED CITY COUNCIL <br />MINUTES OF THE PUBLIC HEARING <br />APRIL 6, 2004 <br />7 P.M. <br />Present: President of Council O'Grady, Council Members Dailey, Gazeau, Kasler, <br />Limpert, McKay, Nashar <br />Also Present: Clerk of Council Seman <br />President O'Grady called the public hearing to order at 7:03 p.m. in Council Chambers, 5200 <br />Dover Center Road, North Olmsted, Ohio. <br />President O'Grady announced that the public hearing was being held with regard to Ordinance <br />No. 2004-14, an ordinance providing for the amendment of the Zone Map of the City of North <br />Olmsted by rezoning Permanerrt Pazcel Nos. 231-26-005, 231-26-004 and 231-26-003, located <br />immediately to the north of the former Cupachino's building on the northwest corner of Claque <br />Road and Lorain Road from One Family Residence to General Retail Business. <br />AUDIENCE PARTICIPATION <br />Olga Venners, Claque Towers Condominiums, asked what is General Retail Business and what <br />is being planned for the azea. <br />Planning Director Wenger explained that the proposal before the Planning Commission and <br />before Council is to rezone the three residential pazcels to the north of the former Cupachino's <br />building from Residential to General Retail Business. It is the intent that the developer will <br />come forwazd with a development plan that will incorporate additional pazcels beyond the corner <br />parcel into a commercial strip-type center that will have multiple tenants. The proposal has not <br />yet come before Planning Commission, as the rezoning is a necessary first step before the <br />proposal is brought forward. There will be an extension of the corner building (formerly <br />Cupachino's), and a refacing of that corner will revitalize that area. Until the proposal is <br />formally brought forward, she cannot comment on the exact uses for the pazcel. General Retail <br />Business would incorporate retail uses as well as service uses of a similaz type that aze akeady <br />existing on Lorain Road. Beyond that, our zoning would give a broad spectrum of different <br />types of service and retail establishments. <br />Councilman Limpert asked Planning Director Wenger if this azea was basically athree-lot island <br />surrounded by General Retail, Multi-family, and a church property. Ms. Wenger ageed and <br />noted that the lot on the corner is anon-conforming lot in that it does not meet the square footage <br />requirements. The addition of one, two or three of those parcels combined to a new commercial <br />area would bring that lot into more conforming use as well. <br /> <br />
