Council Minutes of 4/6/2004 <br />our own city be more familiar with the issues of neighbor versus neighbor as opposed <br />to a real noxious odor issue. Also discussed was whether or not the city should be <br />legislating citizens as to noxious odors when our own sewer plant and our leaf plant <br />produce odors. The legislation was held in committee. Ordinance 2004-54 was also <br />debated as to what defines withholding veterinary care, the issue of holistic care, the <br />issue of letting a pet live its last years or days out. While one person may feel it <br />should have veterinary care, another doesn't. Again, the definition of that is a <br />concern. The Animal Warden was complimented for his efforts to handle those kinds <br />of problems as they exist now. North Olmsted would be on the cutting edge, if we <br />were to pass this, in some respects. But it is difficult in regard to defining just when <br />does an animal need medical care. Does it have to be yelping? Does it have to be <br />passing out, falling down? At what point does one say that's an age issue versus a <br />need for veterinary care? The committee recommended that the legislation be held in <br />committee for more review. Thank you to the citizens, the organizations, and the <br />people who came from out of town to attend the meeting. <br />Councilman Miller, Council's representative to the Recreation Commission: 1) The <br />Recreation Commission met on March 4. The issues discussed included the ice show, <br />which will be held on May 21 and 22. Also discussed was the We Care program, which <br />is a rather old program which was put in place to benefit city employees by giving them <br />discounts for certain programs. The definition of city employee and family has been a bit <br />of a problem for the Recreation Dept., perhaps even abused. The Recreation Dept. <br />should be credited for looking at this issue and realizing that in order to run a business it <br />must be addressed. The commission agreed to send the issue of whether or not the <br />Recreation Dept. can create their own rules and define these terms or if it has to be done <br />in ordinance form to the Law Department for review. <br />2) Last evening the Recreation Commission met and was addressed by members of the <br />hockey organization who had a list of issues that they'd like to see addressed at the ice <br />facility. They would like to get a more comfortable feeling that, on a long-term basis, the <br />city would have an ice facility and that it would be able to meet their needs. Examples <br />are the ice condition right now, pairrting, and the replacement of wooden side boards to <br />plastic which will not snag and tear jerseys. It's a health issue as well as a maintenance <br />issue. Some of the issues will be looked at on a short-term basis and others for the long- <br />term. The issue of electrical panels was brought up, and those repairs are going forward. <br />The Recreation Commission appreciate Council's efforts to authorize organizatians in the <br />city to be able to use the trailer at the two parks to provide Class I (pre-packaged} food <br />service. This will not require a hand washing sink, nor will it require food to be <br />maintained at a certain temperature. Everything will be pre-packaged. On that basis, it is <br />felt that some of the organizations can benefit by raising funds for themselves. Those <br />same organizations often give back to the city in forms of equipment and maintenance of <br />the facilities that they use. Mr. Stein was recognized for an outstanding job in trying to <br />keep the facility, which some people describe as being on "life support," together and up <br />and running. The building is in need of quite a few dollars. <br />Councilman Dailey, chairperson of the Recreation, Public Parks and Buildings <br />Committee: 1) The committee met on Wednesday, March 24, to discuss Ordinances <br />2004-52, 2004-56. In attendance were committee members Nashar, 1Vliller and Dailey; <br />Council members Kasler, Gareau, McKay and Limpert; Law Director Dubelko and <br />appointed directors Wenger and Jesse. <br />5 <br />
