Council Minutes of 4/6/2004 <br />• Ordinance 2004-52, an ordinance amending Section 111.01 of the Administrative <br />.`~ Code of the City of North Olmsted entitled "City Contracts" in order to provide for a <br />program whereby interested community or charity groups can staff concession trailers <br />at the city parks and declaring an emergency. This ordinance was introduced by <br />Councilman Gareau. For the second year in a row, the city has been unable to fulfill <br />the vacancy of concessionaire for the North Olmsted park facilities. Three times the <br />city has bid out this job, and no interested parties have yet to come forward. <br />Discussion centered around the need for permits and how this would be regulated and <br />what, if any, would be required from the county. Mr. Gareau advised that it would be <br />pre-packaged food and beverages that would be sold. He also advised that the groups <br />would come from the community so as to provide them additional ways for <br />fundraising similar to how concessions are currently sold at both Jacob's Field and <br />Gund Arena. For this year, it will be tested by groups such as NOSO and Hot Stove <br />and hopefully expanded to others in the future. The committee unanimously <br />approved the legislation. <br />• Ordinance 2004-56, an ordinance authorizing the Mayor to enter into contract with <br />Harrington Electric Company for the purchase and installation of seven electrical <br />panels at the Recreation Center and declaring an emergency. Safety Director Jesse <br />advised that the panels in question need to be replaced because they have outlived <br />their life cycle. Replacement parts are no longer available. Mr. Miller asked if this <br />will help alleviate some of the buzzing noises coming from the light fixtures in the <br />tennis court area. Mr. Jesse advised it will help. Mr. Miller also asked if Harrington <br />Electric was a union company. Upon further discussion, Mr. Miller has found that it <br />is indeed a union electrical shop. The committee unanimously approved the <br />legislation. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) A report has been compiled for a BZD Committee meeting on March 9, 2004 where <br />Ordinance 2004-39 was discussed. That matter is still within committee, and the report <br />will be given at the next meeting. <br />2) The BZD Committee met on Tuesday, March 24, 2004. Present were Council <br />members Nashar, Miller, McKay, Limpert, Gareau; Planning Director Wenger and Law <br />Director Dubelko. Several issues were reviewed: <br />• A proposal for the construction of a multi-unit storage facility to be constructed on <br />5ublot 9 of the industrial parkway. This is a four-acre site. Mr. Dale Schmidt was <br />the representative and the developer of this particular proposal. The building as <br />presented will be of masonry material. He indicated that the lighting was according <br />to specifications with candle power less than five foot candles as requested. There <br />will be landscaping along the front of the facility along the street to buffer it from the <br />street. He is coirtemplating two phases. Phase one at this point is 160 units. He <br />indicated that the storage units are actually between 5 x 10 feet to 12 x 40 feet sizes. <br />The door heights range from 7 ft. 6 in. to 9 ft. from the front to the back. Mr. <br />Schmidt noted there were approximately 14 suggested changes considering different <br />engineering aspects of the project. Those have all been adequately addressed. Those <br />issues were raised before the various boards and commissions. It should be noted that <br />there are no adjacent residential properties to this particular development.
