Council Minutes of 3/3/2004 <br />driveway approaches, where necessary in each case together with the necessary <br />appurtenances and work incidental thereto. <br />Ordinance No. 200425 introduced by Mayor Musial was given its second reading. An <br />ordinance providing for the issuance and sale of $90,000 of notes, in anticipation of the <br />issuance of bonds, to pay costs of acquiring a dump truck with snow plow assembly and <br />other related equipment for use in carrying out functions of the Department of Public <br />Service. <br />Resolution No. 2004-28 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids with an outside <br />contractor for the purpose of providing, on a contract basis, leaf pick-up service <br />throughout the City of North Olmsted, further authorizing the Mayor, upon approval of <br />the Board of Control, to execute a cornract with the lowest and best bidder, and declaring <br />an emergency. <br />Resolution No. 2404-26 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Director of Public Safety to advertise for bids for installation of <br />a water line for the Barton/Bradley soccer fields imgation system, and further authorizing <br />the Mayor, after Board of Control approval, to execute a contract with the lowest and best <br />bidder. Councilman Gareau moved to relieve Resolution No. 2004-26 from the <br />Recreation Committee. The motion was seconded by Councilman Dailey. Roll call: <br />Gareau, yes; Dailey, yes; McKay, no; Miller, yes; Nashar, yes. The motion passed with <br />five yeas and one no. Resolution No. 200426 is removed from committee. Councilman <br />Gareau moved for suspension of the rule requiring three readings and noted it had been <br />reviewed in committee and during caucus. The motion was seconded by Councilman <br />Dailey. Roll call: Gareau, yes; Dailey, yes; Nashar, yes; Limpert, yes; McKay, no; <br />Miller, yes. The motion passed with five yeas and one no. Councilman Gareau moved <br />for adoption. The motion was seconded by Councilman Dailey. Roll call: Gareau, yes; <br />Dailey, yes; McKay, no, with comment that he does not have any problem with putting in <br />the water line. His problem is where the funding is coming from and the fact that it is not <br />coming from the Recreation budget. He does not believe it should come out of the <br />General Fund and cause someone else to be denied a necessity. Roll call continued: <br />Nashar, yes, with comment that he supported the soccer organization all along, but he <br />certainly wants to see where the money is going to be coming from. He noted the project <br />would go out for bids. Roll call continued: Miller, yes; Limpert, yes. The motion passed <br />with five yeas and one no. Resolution No. 2004-26 adopted. <br />Resolution No. 2004-32 was introduced and placed on first reading by Councilman <br />Gareau. A resolution proclaiming April as Fair Housing Month in North Olmsted and <br />declaring an emergency. Councilman Gareau moved for suspension of the rules <br />requiring three readings and committee review. The motion was seconded by <br />Councilman Miller and passed unanimously. Councilman Gareau moved for adoption. <br />The motion was seconded by Councilman Miller. Roll call: Gareau, yes, with comment <br />that the newly revised and invigorated Fair Housing Board is marching forvvard z~~ith <br />great steam.
