She is very sorry to see what is happening and asks that the <br />Mayor reconsider for the sake of this community. <br />LEGISLATION <br />Ordinance No. 2004-4 introduced by Councilman Gareau was given its third reading An <br />ordinance repealing Ordinance No. 92-151 in order to abolish the Division of Electronic <br />Data Processing and the positions of Commissioner and Network Specialist within said <br />division; establishing a new division within the Department of Personnel and <br />Administrative Services entitled the Division of Information Systems, and creating within <br />said new division a new position entitled "Network Administrator"; and declaring an <br />emergency, as amended. Councilman Gareau moved for adoption. Law Director <br />Dubelko asked to speak, and Councilman Gareau withdrew his motion. Law Director <br />Dubelko said, as he reviewed the legislation for tonight, he found that Ordinance 2004-5 <br />provides for the salary range to be under the Iirector of Finance. That needs to be <br />corrected. His recommendation to Council is that they probably should pass them both at <br />once so that the position is created under the Department of Personnel and the salary <br />range is under the control of the Department of Personnel. President O'Grady clarified <br />that the Law Director's recommendation was to amend Ordinance 2004-5, and the Law <br />Director said yes. Councilman Gareau made a motion to adopt Ordinance 2004-4. The <br />motion was seconded by Councilman McKay and passed unanimously. Ordinance No. <br />2004-4 adopted. <br />Ordinance No. 2004-5 introduced by Councilman Gareau was given its third reading. An <br />ordinance establishing rates of compensation for the newly created position of Network <br />Administrator, and otherwise re-establishing those rates for various administrative and <br />legislative personnel for the years 2004 and 2005 as amended. Councilman Gareau made <br />a motion to amend Ordinance 2004-5 to reflect the fact that the position of Network <br />Administrator within the salary range shall fall within the Department of Personnel and <br />not the Department of Finance. The motion to amend was seconded by Councilman <br />Limpert and passed unanimously. Ordinance No. 2004-5 as amended was placed on <br />second reading. Councilman Gareau moved to suspend the rule requiring three readings <br />and noted that the ordinance had been reviewed in committee. The motion was seconded <br />by Councilman Limpert and passed unanimously. Councilman Gareau moved for <br />adoption. The motion was seconded by Councilman Limpert and passed unanimously. <br />Ordinance No. 2004-5, as twice amended, was adopted. <br />Ordinance No. 2004-11 introduced by Mayor Musial was given its second reading. An <br />ordinance dispensing with the RFP procedures otherwise required by Sections 111.03 et <br />seq. of the city's Codified Ordinances; authorizing the Mayor of the City of North <br />Olmsted to enter into a renewal agreement with TAC Computer, Inc., providing for <br />maintenance service for the Police Department's computers and software programs; and <br />declaring an emergency.
