Council Minutes of 2/17/2tiQ4 <br />maintenance of lifepacks and related equipment for the North Olmsted Fire Department, <br />and declaring an emergency. Mayor Musial noted that, without the maintenance <br />agreement, lifepacks cannot be repaired and the squad would be out of service. The <br />agreement calls for a loaner which would keep the squad in service. Councilwoman <br />Kasler moved for suspension of the rules requiring three readings and formal committee <br />review. The motion was seconded by Councilman Limpert. Roll call: Kasler, yes; <br />Limpert, yes; Miller, yes, noting that this was discussed in caucus. Roll call continued: <br />Nashar, yes; Dailey, yes; Gareau, no, with comment. This is another example of a <br />situation where it should have been handled appropriately at an earlier date. The Mayor <br />just commented that, without this service agreement, we would have the possibility of <br />having our units being out of service. The service agreement being voted on is for <br />January 1, 2004 until December 31, 2004. It is a month and a half late. It should also be <br />noted that the proposal provided as an exhibit was submitted to the city on December 8. <br />If it had been handled in an appropriate manner, a committee meeting could have been <br />held where it could have been discussed in more detail and it wouldn't need passage <br />under suspension. This is not the first time this has happened, but hopefully it is the last. <br />Roll call continued: McKay, yes. The motion passed with six yeas and one no. <br />Councilwoman Kasler moved for adoption. The motion was seconded by Councilman <br />Limpert. Roll call: Kasler, yes; Limpert, yes; McKay, yes; Miller, yes; Gareau, yes, with <br />comment. Despite the fact that he is opposed to the legislation passing under suspension, <br />nevertheless it's a piece of legislation that needs to be enacted. Roll call continued: <br />Dailey, yes; Nashar, yes. The motion passed unanimously. Resolution No. 2004-29 <br />adopted. <br />MISCELLANEOUS BUSINESS <br />Councilman Gareau scheduled a Building, Zoning and Development Committee meeting <br />for 6:45 p.m. on Tuesday, February 24. The committee will discuss Ordinance 2004-14, <br />as a resident has asked to be heard on this legislation, and Ordinance 2003-144. The <br />Planning Director is asked to attend. <br />Councilman Limpert scheduled an Intra-Governmental Relations Committee meeting to <br />immediately follow the BZD Committee on February 24. The committee will interview <br />an applicant for a position on the Landmarks Commission. <br />Councilman McKay scheduled an Environmental Control Committee meeting to <br />immediately follow the Intra-Governmental Relations Committee on February 24 to <br />discuss Resolution 2004-28. The Service Director is asked to attend. <br />Councilman Nashar scheduled a Streets & Transportation Committee meeting to <br />immediately follow the Environmental Control Committee on February 24 to discuss <br />Ordinance 2003-22. The directors of Law, Personnel & Administrative Services and <br />Service are asked to attend. <br />14 <br />
