Perhaps the city should take a close <br />look at what is being put up. He recommends a close scrutiny be made. Good <br />construction is good safety, and good construction is a good city. Shabby <br />construction and old housing stock drags the city down. <br />Janet Saringer, 23336 Stoneybrook Drive. <br />• Expressed concern about the rezoning at Claque and Lorain Road and felt it might be <br />spot zoning. Councilman McKay explained it was not spot zoning as the area is retail <br />on three sides of the pazcels. All this will do is squaze off or make the line even. <br />• Feels the note ordinances should include borrowing for Claque Road. She asked last <br />year that Claque to taken into consideration in the budget. There is no street as bad as <br />Claque Road. Councilman Dailey explained that this road had been discussed during <br />past meetings. The county plans to repair the road in two years. Service Director <br />Driscoll has been in conversation with the County Engineer's office hoping to get <br />them to move the project up by a couple years. The city will have to use aBand-Aid <br />approach for now. Councilman Nashaz said the cost of repair would be <br />approximately $600,000, and it would be an 80/20 split between the county and the <br />city. The city is hoping to receive Issue 2 funds. Councilman Miller said he would <br />urge the administration to come forward with a plan that would urge the county to <br />move this project up. The city should do everything it can to get funding for this year <br />and don't waste money on the Band-Aids. <br />Bruce Bruehler, 4440 Root Road. <br />Has lived an Root Road for 32 years. His comments aze a preemptive strike. In the neaz <br />future, Ganley is coming before Council asking for a zoning change. The area is between <br />Root Road and Ranchview. Gamey is going to .ask Council to turn residential property <br />into commercial to the tune of 380 feet in addition to what they already have, which is <br />500. So they would be going back off Lorain Road almost 900 feet. He attended the first <br />Planning meeting when Gamey made the presentation, and the city refused to let them <br />turn their residential property into their water retention because they would have to cut <br />down trees. Gamey then rescheduled and came before Planning Commission again, and <br />in a remazkable reversal of their stand, not only did they vote to turn into commercial but <br />they voted to turn it into a parking lot 880 feet off Lorain Road with no water retention <br />basin. He takes offense at this. The Planning Director said she set up meetings between <br />Gamey and residents on Ranchview and everybody was happy about it. He was never <br />contacted, and his property abuts the whole north side of Ganley's property. That <br />property has been residential for the last 32 yeazs and longer. He bought his property <br />knowing that it was residential and bought property behind him knowing the abutting <br />property was residential. He bought the house next to him because the city at that time <br />forced the division of a piece of property from commercial to residential to make a buffer <br />zone. Now in a complete reversal, it seems to be going to other way and graining a <br />rezoning of residential property into commercial property back almost 900 feet off of <br />Lorain Road. This will set a precedent. He believes this rezoning will affect the value of <br />9 <br />
