Council Minutes of 1/6/2004 <br />,~. Don Pangrac, 23470 Sharon Drive. <br />• Inquired as to who was responsible for the maintenance of street lights. Service <br />Director Driscoll said that street lights are repaired and maintained by First Energy. <br />Councilman Limpert noted it is best to know the pole number when calling the <br />Illuminating Company about anon-functioning street light. <br />• Regarding Ordinance 2003-162, he has real difficulty with the words "...and <br />Improvement Fund." That to him means it could be used for a road or a myriad of <br />things. If we take the position to sell building-which he doesn't think is a good <br />idea-he would like to see that money held for building and land acquisition to <br />replace the building we have. He feels the words "...and Improvement Fund" should <br />be removed from the legislation. Regarding sale of the library building, he hopes that <br />in the future the city administration or Council does not say more space is needed <br />when we have an opportunity to keep a building that we currently own. Finance <br />Director Copfer noted that Section I of the legislation more clearly defines what the <br />funds can be used for and it is restricted to improvements, rehabilitating or renovating <br />existing buildings and construction on lands owned by the city. It cannot be used for <br />items such as the purchases of furniture, paint, wallcoverings, and carpeting. <br />Councilmen Limpert and Gareau concurred with Finance Director Copfer's <br />explanation and reiterated that the use of the funds is limited. During the committee <br />process, it was expanded from the original concept to allow for use of the funds in <br />making improvements or renovations to city buildings or perhaps even for the <br />construction of a facility on land purchased by the city. <br />LEGISLATION <br />Ordinance No. 2003-157 introduced by Council members Gareau, Kesler, Limpert and <br />Dailey was given its third reading. An ordinance directing that the real property owned <br />by the city and located at 27425 Butternut Ridge Road, which is presently being used as <br />the site of the North Olmsted branch of the Cuyahoga County Public Library but is no <br />longer needed for municipal purposes, be sold to the Board of Education of the North <br />Olmsted City School District; further authorizing the Mayor to execute a contract and all <br />other documents required to effectuate the said sale, and declaring an emergency, as <br />amended. Councilman Gareau moved for adoption, and the motion was seconded by <br />Councilwoman Kesler. Roll call: Gareau, yes; Kesler, yes; Limpert, yes; Dailey, yes; <br />Miller, no; Nashar, no, commenting that he feels the city should wait for two years before <br />selling the building. He recently spoke to the Superintendent of Schools who said the <br />schools would be willing to buy the building at a future date. He has had calls from <br />residents regarding this property. He feels the property value will not depreciate, and it <br />would be a good idea to wait for up to two years to see what other uses might develop. <br />Roll call continued: McKay, no.
