Council Minutes of 6/21/2005 <br />noted that both the Planning Commission and ARB were satisfied with the changes <br />made based upon their recommendations. The changes that were incorporated into <br />the plan which were presented tonight included a masonry wainscoting around the <br />perimeter of the building, a matching masonry service area enclosure, and more <br />architectural detailing on the eastern fagade. The landscaping was increased as it <br />went through the process and it fits in with the restaurant's lodge concept. This plan <br />actually has very significant full-growth trees that are being planted on the site, which <br />is a deviation from the norm. This will give a very interesting look to the facility. <br />Irrigation will be provided. There were same modifications to the lighting. One <br />existing pole will be relocated. There will be decorative lighting provided around the <br />building. An issue that came up for discussion was parking. This obviously takes out <br />some parking at the mall. Mr. Tallon had requested that there be some sort of <br />detailed information provided to Council concerning the current parking <br />arrangements at the mall because there was a various granted when Dick's Sporting <br />Goods came through at the time this restaurant was also contemplated. The variance <br />incorporated this project. So as not to let things get out of hand, Mr. Tallon <br />recommended that Council get their hands azound this particular issue at this time so <br />that they are aware of the parking situation and whether there will be problems in the <br />future. There were a number of requested variances which the BZA addressed on <br />May 5, 2005. The variances included three wall signs, a sign facing Braokpark Road, <br />east and west wall signs. The committee unanimously approved the site plan. <br />Councilman Gareau made a motion to approve the site plan for Smokey Bones <br />Barbecue. The motion was seconded by Councilman McKay. Roll call: Gareau, yes; <br />McKay, yes; Nashar, yes; Tallon, yes; Barker, yes; Ryan, yes, commenting that this <br />area is really being stacked up. It's very difficult to keep putting restaurants and other <br />businesses into that specific area. Saying yes is stirring up deep concerns about what <br />is going on there. Roll call continued: Miller, yes, commenting he would concur <br />with Mr. Ryan's comments. The motion passed unanimously. <br />• Bentley-Coe Plaza, with the proposal to add an outdoor play area behind the existing <br />plaza which would be used exclusively by a proposed tenant, a daycare center. This <br />is a little bit unusual because normally the play areas are directly adjacent to the <br />structures. However, in this instance, the play azea is sepazated by a pazking field on <br />the rear side of the building. It was generally understood that the parking area is, <br />although large, fairly unused but perhaps for the employees of the particular strip <br />center. The area would be located to the south in a currently grassed azea and would <br />be enclosed in a fence. There were several recommendations by the Planning <br />Commission, which the committee thought were improvements to the proposal and <br />which were agreed to by the developer: <br />- A grate on the existing inlet is replaced with a casting that is safe for children to <br />transgress over. <br />- The striped area of the crosswalk be extended from the end of the building through <br />the parking areas that will be eliminated because there will be nine parking spots <br />eliminated to create an area for the children to cross from the building over to the play <br />area.
