Council Minutes of 6/21/2005 <br />Driscoll, Mayor O'Grady, Councilman Ryan, Safety Director Limpert and Jim Burns <br />representing the Chamber of Commerce. Agenda items were as follows: <br />• Ordinance 2005-60, an ordinance creating new Chapter 906 of the Streets, <br />Utilities and Public Services Code, entitled, "Newsrack Regulations," in order <br />to set standards and regulate the location of newsracks in the public right-of- <br />way and elsewhere within the City of North Olmsted. The Chamber of <br />Commerce recommended some changes to the legislation, to which the Law <br />Director responded. Some of the suggested changes were made. The <br />committee did recommend a change to the $50 fee, making it from every <br />three years to $50 every year. There was a lengthy discussion regarding this <br />legislation and to site locations, for example in front of Chipotle's on Lorain <br />Road at the bus stop where there are 15 or 20 of these newspaper boxes. <br />These do not present a very neat appearance for the city. The committee <br />recommended holding Ordinance 2005-60 for further review by the Law <br />Department <br />Councilman Tallon, member of the Safety Committee: 1) The Safety Committee meeting <br />was held on Tuesday, June 14. Chairperson Miller was absent due to illness. Present <br />were committee members Tallon and Ryan, all Council members, Mayor O'Grady, <br />Safety Director Limpert, Police Chief Ruple and Fire Chief Klecan: Agenda items were <br />as follows: <br />• Ordinance 2005-91, which authorizes filing for a Homeland Security grant for the <br />Police Dept. After a lengthy and informative discussion, the committee unanimously <br />recommended passage. <br />• Resolution 2005-90, a resolution authorizing the Mayor of the City of North Olmsted <br />to execute an agreement with the Westshore Council of Governments and the cities of <br />Bay Village, Rocky River, Fairview Park and Westlake providing for WCOG to <br />establish and operate a central fire dispatch center at St. John Westshore Hospital and <br />for North Olmsted's participation in this central fire dispatch center and declaring an <br />emergency. There was a very lengthy and informative discussion, and the committee <br />unanimously recommended keeping the ordinance in committee until the chairperson <br />could set a date for another meeting. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The Building, Zoning and Development Committee met this evening at 6:45 p.m. <br />Present were committee members McKay, Ryan, Gareau; Council members Miller, <br />Barker, Nashar, Tallon and Council President Kennedy; Planning Director Wenger, <br />Safety Director Limpert, Law Director Dubelko, Mayor O'Grady, Assistant Building <br />Commissioner Rymarczyk. Two items were discussed: <br />• Smokey Bones Barbecue, which is a proposal consisting of a new free-standing unit <br />restaurant at an outparcel of Westfield-Great Northern Mall. This is in the general <br />area of the Dick's Sporting Goods. In appearances before the Planning Commission <br />and ARB, there were a number of improvements to the original plan.
