Council Minutes of 6/21/2005 <br />Olmsted because not too many people miss filing with the IRS, but sometimes they <br />neglect the municipality. A committee was formed to study the regional Council of <br />Governments agreement, which has not been reviewed since the time when it was created <br />back in the 1970's. RITA is expanding at such a rapid rate, they are looking at a better <br />structure for the voting mechanism and representation on the board. <br />Councilman Miller noted that, during the appropriation process, quite a bit of discussion <br />was had about Springvale. Aiso, the previous Mayor's task force indicated, "The <br />financial package comes in three parts. The only part that anyone has a good handle on is <br />the debt. Revenue projections for the golf course have been grossly overstated, rounds of <br />golf to be played and cost per round do not have a historical base-at least none that <br />could be explained. Better record keeping must take place." He inquired of the Finance <br />Director if there has been better record keeping this year. Finance Director Copfer said <br />that is statistical information that had been discussed in the past that we did not have a <br />good handle on who was playing our golf course, who our customers are, or the number <br />of rounds. That would probably be better addressed to the Safety Director. She does not <br />believe the accounting records were the issue at the time of the task force report. Since <br />that time, she has not received monthly round estimates and budget projections, but they <br />may exist. Safety Director Limpert did make a presentation at the budget committee <br />meeting last week, and the Mayor has asked for a formal presentation at the Board of <br />Control, which is per the ordinance passed by Council. Mr. Miller further quoted the task <br />force report: "The pro shop shows zero income, which is not acceptable. Expenses for <br />the golf course and the ballroom are at times intermixed. The ballroom expenses must <br />stand alone. The golf course and the ballroom finances must be separated." He inquired <br />whether that had occurred. Mrs. Copfer said those are being accounted for appropriately <br />with the new accounting system. Payroll isn't on the new accounting system yet, but it <br />was budgeted that way and will be converted to mirror that. Mr. Miller noted that, going <br />into the appropriation process, there was a consensus among the Council that they should <br />look at Springvale on a quarterly basis in order to keep a little closer tabs on what is <br />going on. He would encourage the Recreation Committee Chairman to call a meeting in <br />the first week of August to do just that-to get a report from Springvale. Mayor O'Grady <br />said those were great questions. During the directors' meeting, his comment had been <br />two-fold: 1) That Springvale Manager Marty Young had given an informal presentation <br />with regard to the status of Springvale. Council saw the results of that presentation when <br />Director Limpert presented those figures during the committee meeting; 2) He directed <br />that Mr. Young would come before the Board of Control to formally present the status of <br />Springvale Golf Course and Ballroom and following that, the same presentation would be <br />made to City Council. Mrs. Copfer noted that, at the committee meeting last week, <br />Springvale was discussed-her concerns and Mr. Limpert's concerns were addressed. <br />Mr. Young did present reductions in the appropriations to match the reduction in revenue <br />projections of $50,000 at this point of time. That is in the appropriations ordinance that <br />will be passed tonight. <br />Councilman Nashar, chairperson of the Streets & Transportation Committee: 1) The <br />Streets & Transportation Committee met on June 14. Present were committee members <br />Nashar and Tallon, Council President Kennedy, Law Director Dubelko, Service Director <br />
