Council Minutes of 6/21/2005 <br />5) June 15, he attended a meeting with the ClericaUTech bargaining unit to resolve the <br />issue of including several part-time positions in the bargaining unit. This is something <br />the administration and the union had agreed to a couple of bargaining cycles ago, but is <br />just now being completed. One of the proposals may have some need for City Council to <br />become involved legislatively. There has been reference made to our real property <br />maintenance inspection program. Council recently adopted legislation authorizing the <br />creation of a seasonal property inspector posation. That has drawn some questions from <br />the union. The union has reminded the city that, under SERB, seasonal employees are <br />limited to no more than 14 weeks on the job. Otherwise, that's the grounds far <br />exempting them from a bargaining unit. It is the expectations, as he understands it, of <br />Safety and Building to have that position in place more than 14 weeks per year. So, he <br />believes that the administration will submit legislation in early August to change that <br />position from seasonal to part-time with the understanding that the funding will not <br />change. <br />6) June 16, he provided Council with a list of his recommendations for pending <br />ordinances to be tabled, which aze before Council under Miscellaneous Business tonight. <br />7) Today, he received from the Mayor's office correspondence relating to the proposed <br />transfer of the Adelphia cable franchise to Time Warner. City Council has 120 days to <br />act upon the proposed transfer, and the clock began ticking around June 10. In <br />November, he had advised the previous administration that this was coming and to get <br />the Cable Advisory Committee together, but it did not happen. He has since sent a <br />second memo to the new administration to request that the Safety Director call that <br />advisory committee together to look at what issues maybe outstanding with respect to the <br />way that Adelphia has performed its obligations under the franchise agreement. We have <br />an opportunity to bring those matters to the attention of Adelphia and Time Warner <br />before we get a new cable company in the city and perhaps strengthen some provisions in <br />the agreement. If nothing else, we can address potential concerns that aze out there with <br />the type of service Adelphia provided to the city residents over the yeazs <br />Finance Director Copfer: 1) She received approval for the 2006 tax budget extension to <br />September 9. It will be on the agenda for the first meeting in August to allow for the <br />three readings. This timeline is consistent with prior years. <br />2) The audit work is complete and on target for the June 30 filing of the Comprehensive <br />Annual Financial Report for 2004. <br />3) On June 16, she attended the Regional Council of Government annual meeting where <br />three members were up for re-election for the RITA Board of Trustees, and they were re- <br />elected plus one seat that was vacated was filled. Rick Cazbone, the Executive Director <br />of RITA since the end of 2004, gave an update. One of the big complaints in prior years <br />was the lack of communication with their member communities, so they started a <br />newsletter which was distributed at the meeting. She will provide copies to Council. <br />One important issue is that RITA has made a lot of progress with a technology update. <br />They've settled with the consultant that steered them in the wrong direction on <br />technology issues and implementation on a certain aspect of their system. They did <br />successfully implement the a-tax filing, and they're working on improving that to allow <br />for electronic wiring of filing of withholding for businesses. There is also the IRS data <br />sharing initiative, which is very important for us to be able to match residents in North <br />7 <br />
