Council Minutes of 6/21/2005 <br />parking areas that would be eliminated would stretch from the southern exposure of <br />the building to the northern exposure of the play azea and be clearly marked by a <br />painted crosswalk that extends the entire distance. The City Council recommended <br />that there be curb stops which would separate the pazking field from the area where <br />the children would be walking in a crosswalk. And that would extend the same <br />distance as the crosswalk itself. <br />- Additional speed bumps would be placed in addition to where they are shown on the <br />east of the proposed crosswalk near the building, in comparable distance to the west <br />of the proposed crosswalk. 'They are to be significant speed bumps. <br />- The disposition of the tree that may be in the proposed area of the playground be <br />determined and marked on the plans after consultation with the City Forester. <br />- An additional "children crossing" sign be placed on the east side of <br />the building. Traffic traveling from the east or west from the building would be made <br />awaze that there is a crossing area for children. <br />One issue that came up in addition to separating the parking field from the area where the <br />children would be crossing in the crosswalk and breaking that up with the curb stops, was <br />the possibility for loading and unloading or dropping off children. It was suggested that <br />perhaps designated places be established at the front of that strip center for the daycare <br />center's pick-up and drop-off only. Signage for this would be appropriate. This may not <br />be in the city code, but it makes common sense to protect the children from vehicles <br />visiting the other merchants such as Murray's Auto Parts. There was some discussion <br />concerning additional barriers that would separate the children's play area from the <br />parking field as well as the crosswalk area. After discussion, the committee did not go in <br />that direction. It felt that the installation of the curb stops would be sufficient. After <br />discussion, the committee made a recommendation to Council, subject to the boards and <br />commissions recommendations, but also subject to the requirement that there be the curb <br />stops placed to run parallel to the crosswalk azea for the children. The committee motion <br />to recommend with that contingency was approved by a vote of 2-1 with Mr. McKay <br />dissenting. Councilman Gazeau made a motion to recommend approval of the Bentley- <br />Coe Plaza Daycaze subject to the recommendations of the various boards and <br />commissions and further subject to the requirement that a curb stop would be included in <br />the proposal which would run pazallel and to the east of the crosswalk which was <br />designated for the children. The motion was seconded by Councilman Barker. <br />Councilman Miller said he would like to add to Mr. Gazeau's report that there is a <br />commitment from the business owner that children would not be dropped off at the rear <br />of the building. Councilman Gazeau said that was correct. Roll call: Gareau, yes; <br />Barker, yes; Tallon, yes; McKay, no; Miller, yes, commenting that he was concerned <br />about safety. But then he recalled that this business previously was across the street and, <br />when originally opened, it was surrounded by a bar that had daytime happy hour pricing, <br />a gas station, a large lot that had firewood storage on site and a propane tank storage and <br />refill center. Given that combination, he thinks this is a lot safer scenario. Roll call <br />continued: Ryan, yes; Nashaz, yes. The motion passed with six yes votes and one no <br />vote. <br /> <br />11 <br />
