Council Minutes of 6/21/20(15 <br />Councilman Tallon, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Tuesday, June 14. The following items were discussed: <br />• Ordinance 2005-89, an ordinance enacting new Chapter 162 entitled "Travel <br />Expenses" and replacing section 161.06 of the Codified Ordinances and declaring an <br />emergency. There is now an ordinance in place stipulating the travel expenses far all <br />personnel in the City of North Olmsted. After a good discussion of this issue, the <br />committee voted unanimously to recommend passage by Council. Also, after <br />explanation by the Mayor and Finance Director, the committee voted unanimously to <br />ask for suspension of the rules. <br />• Ordinance 2005-75, an ordinance amending Ordinance 97-74 in order to differently <br />designate revenues derived from leases and subleases of city owned properties for <br />telecommunications facilities and declaring an emergency. After discussion with <br />information provided by the Safety Director and the Mayor, the committee <br />unanimously recommended passage by Council. <br />• Ordinance 2005-94, a transfer ordinance. This is a housekeeping ordinance for <br />appropriations and expenses to make transfers within the appropriations to reflect the <br />actual expenditures for the first half of the year. After a very informative report by <br />the Finance Director, the committee unanimously recommended passage. Also, <br />because of the upcoming Council vacation and the need to have this passed, the <br />committee unanimously recommended passage under suspension of the rules. <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) The <br />Intra-Governmental Relations Committee met on June 21. The agenda included the <br />following: <br />• The committee interviewed Greg Malone, the Mayor's appointment to the <br />Architectural Review Board. Mr. Malone was very enthusiastic and seemed deeply <br />committed to the position. The committee unanimously recommended the <br />appointment of Mr. Malone to the ARB. Councilman Ryan moved that Council <br />accept the appointment of Greg Malone to the Architectural Review Board for the <br />remaining term of 1/1/OS to 12/31/06. The motion was seconded by Councilman <br />Barker and passed unanimously. <br />• Resolution 2005-92 authorizing the Landmarks Commission to apply to the Ohio <br />Historic Preservation Office for Certified Local Government status through the Ohio <br />CLG program. A thorough discussion was held, and the committee unanimously <br />recommended approval. <br />• A short discussion concerning the recommendations by the Charter Review <br />Commission. A meeting will be scheduled for August to further discuss the <br />recommendations and also the Rules of Council because of the inter-relationship with <br />the Charter. In addition to the committee members, all members of Council will be <br />invited to attend the committee meeting. <br />Councilman Barker, Council's representative to the Landmarks Commission, thanked the <br />Council and the administration for waiving the fees on the moving of the church from the <br />12 <br />
