Council Minutes of 6/21/2005 <br />corner of Barton and Lorain roads. This helped the Olmsted Historical Society very <br />' much in saving money and doing that project. The building has been plagued, and it is <br />hopefully in a safe place for a very long time to come. <br />1) The Landmarks Commission met last night and approved three proposals on Butternut <br />Ridge Road. <br />Councilman Miller requested, with regard to the new policy of waiving costs when <br />buildings are moved, that in the future the Safety Director tabulate those costs so that <br />current figures are available should that issue come before Council again. <br />AUDIENCE PAR.TICPAT'~ON <br />Don Pangrac, 23470 Sharon Drive, requested that Finance Director Copfer provide him <br />with a copy of the WWTP income and expense financial statements for 1997 through the <br />current yeaz. Regazding cell phones, he noted that the city of Chicago had voted to ban <br />drivers from using hand-held cell phones. He would again ask Council to give <br />consideration to similar legislation as he believes cell phones are terribly distracting. Mr. <br />Pangrac expressed concern that a piece of legislation was being considered for <br />suspension and he did not know what it was. He asked at the beginning of the meeting <br />Council describe and read the legislation which is to be considered for passage under <br />suspension of the rules. Mr. Pangrac expressed concern about the pazking situation at the <br />mall with the addition of another restaurant in the parking lot. It is especially difficult to <br />park during the holidays. Are there any plans or thought given to additional parking? <br />Councilman Gareau said the pazking issue was discussed about six months ago when he <br />brought an ordinance forward to Council. He worked .with Planning Director Wenger <br />and the Building Department. Some years ago, former Traffic Engineer Larry Griffith <br />did a study about the parking fields at the mall. Part of the discussion was should the <br />parking fields be designed for the holiday times or for general use during the remainder <br />of the year. The recommendation at that time was that we not design parking fields for <br />the Christmas rush, else you have a significant amount of pazking that would be <br />underutilized throughout the rest of the year. One of Larry Griffith's conclusions was that <br />at Christmas time, it's not so much that you can't get a parking space, it's that you <br />usually can't get the parking space that you want. He does agree with Mr. Pangrac that <br />this issue needs to be looked at more carefully for future reference because another <br />restaurant is being planned. Mr. Pangrac expressed concern about the mall road that goes <br />along Brookpark Road because cars are parking in the driving lanes, which causes <br />congestion. Councilman Miller agreed that there is a parking problem now, and it is not <br />holiday time. Because of the congestion, we should be looking at dividing up that <br />parking azea and allowing for a certain number of spots on each side of the building. It's <br />not practical to expect that someone who is going to go to Smokey Bones is going to park <br />back on the other side. We do need to take a close look at this before it gets out of hand. <br />Councilman Gareau said it was ironic because he could think of at least three cities that <br />would love to have this problem because their malls aze essentially dying. You need to <br />take the good with the bad and find a balance. Mr. Pangrac suggested a circulator bus for <br />people who have to park in the far areas. <br />13 <br />
