Council Minutes of 6/21/2005 <br />Charles Dial, 27959 Gardenia, said he wanted to correct an oversight and officially <br />welcome Mr. Ryan as the Ward I Councilman. Regarding priorities, he again expressed <br />his concern about the "payroll loan shark" businesses that are being opened in the city. <br />He sees this as a precursor of urban blight and deterioration of the economic and social <br />quality of the community. These businesses victimize the poor. <br />Dennis Lambert, 25057 Carey Lane, expressed concern because he said the committee <br />meetings held on Tuesday evening had not been posted on the website. The Clerk <br />assured him that the meetings were posted. Regarding the Mayor's 2004 task force on <br />Springvale, he could not find it on the website and feels it should be posted there. It is a <br />compelling document with some very insightful figures and issues in it. Having read the <br />report and discussed it with people who are knowledgeable about 5pringvale, he believes <br />the facility is a misorganized operation and not managed well. He believes it is an <br />executive operation that should be run from the executive branch. He suggested the <br />Mayor may want to take a look at the structure of the way it is organized because he <br />thinks the problem of it not making money is it's just not being run properly by people <br />who have the insight to do it. Regarding the discussion about various restaurants in this <br />area, he feels one of the reasons this area is successful is because of the restaurants. <br />When people come here to eat, they leave and go shopping. He understands the concerns <br />raised about parking, and they're valid concerns. Some of those issues really belong with <br />the person who runs the mall because it's his businesses that will succeed or fail based on <br />how poorly or accurately he manages that mall. <br />Councilman Gareau said he felt judgement should be reserved on the Springvale <br />management. In the manager's defense, this Council hasn't condemned him for the job <br />he does over there because this Council has never been apprised to any degree by the <br />former administration, in any depth or detail, as to what goes on over there despite <br />repeated requests. He personally asked the former Mayor a number of times to give <br />Council a full debriefing on the task force report and present compelling reasons to pick <br />up the program and run with it. But that did not happen. Mr. Lambert responded that he <br />believed certain levels of the operation need to be restructured. Leadership is a part of it. <br />The manager is expected to take on leadership roles, and he is a managerial person. The <br />Mayor needs to take a close look at the structure and formulate a successful program for <br />the golf course. Mayor O'Grady said it is difficult far someone on the outside of the <br />process to evaluate someone's job. He would welcome Mr. Lambert's suggestions. The <br />administration is moving in a direction that hopefully will bring better results. <br />Michael Ward, attorney for Andhe Mgt. LLC, spoke about Ordinance 2005-80. Andhe <br />Mgt. owns land at 31400 Bradley Road. They object to the proposed adoption of the <br />Master Plan and recommendations in Section 9 for rezoning of property on the northwest <br />side of Bradley Road from Limited Industry to Residential. The BZD report from May <br />23 described the residents' comments. Andhe Mgt. joins in those concerns. The <br />company relied upon the zoning when they purchased the property. A change in zoning <br />would create hardships for property owners on Bradley Road. It is not necessary to <br />change the zoning to achieve the stated objectives of the Master Plan. A substantial part <br />of that area is presently zoned for Limited Industry and presently used. If the objective is <br />14 <br />
