Council Minutes of 5/17/2005 <br />comment he felt Council was opposing something that they do not know what the final <br />solution will be. There should always be some form of Social Security, but the more we <br />can do to encourage people to go beyond that, the better off they're going to be and the <br />happier they're going to be. If we oppose private accounts of any sort, he thinks we <br />should have a resolution opposing PERS, STRS and all the other private retirement <br />systems. Roll cal continued: Gareau, yes. The motion passed with four yes votes and <br />two no votes. Resolution No. 2005-58 adopted. <br />Resolution No. 2005-59 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Mayor of the City of North Olmsted to enter into a renewed <br />service contract, for asix-month period commencing on July 1, 2005 and concluding on <br />December 31, 2005, with ACS Government Systems, Inc., in order to provide <br />maintenance support for the current payroll, budget and accounting software system of <br />the Finance Department. Councilman McKay moved for adoption. The motion was <br />seconded by Councilman Gareau and passed unanimously. Resolution No. 2005-59 <br />adopted. <br />Ordinance No. 2005-62 introduced by Councilman Gareau was given its third reading. <br />An ordinance amending Section 915.04 (User Charges) of the Streets, Utilities and Public <br />Services Code, in order to change the procedure for obtaining a refund in the sewer <br />charge refund program for users of less than one thousand cubic feet (MCF) of water per <br />billing quarter, and further to establish new qualifications for entitlement to participate in <br />the said program; and declaring an emergency, as amended. Councilman McKay moved <br />for adoption. The motion was seconded by Councilman Gareau and passed unanimously. <br />Ordinance No. 2005-62 adopted. <br />Resolution No. 2005-65 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor to advertise for bids for asphalt pavement repairs, <br />recycling and resurfacing along with related catch basin, manhole, sidewalk and curbing <br />repairs at various locations in the City of North Olmsted as detailed in the specifications <br />on file, further authorizing the Mayor to enter into a contract with the lowest and best <br />bidder for said repairs, and declaring an emergency. Councilman Nashar moved for <br />suspension of the rule requiring three readings and noted the legislation had been <br />discussed in committee. The motion was seconded by Councilman McKay and passed <br />unanimously. Councilman Nashar moved for adoption. The motion was seconded by <br />Councilman McKay and passed unanimously. Resolution No. 2005-65 adopted. <br />Resolution No. 2005-66 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for catch basin, <br />manhole, sidewalk curbing and concrete pavement repairs at various locations in the <br />North Park Estates subdivision in the City of North Olmsted as detailed in the <br />specifications on file, further authorizing the Mayor to enter into a contract with the <br />lowest and best bidder for said repairs, and declaring an emergency. Councilman <br />Limpert moved for suspension of the rule requiring three readings and noted the <br />legislation had been discussed in committee. The motion was seconded by Councilman <br />Nashar and passed unanimously. Councilman Limpert moved for adoption. The motion <br />was seconded by Councilman Nashar.
