Council Minutes of 5/17/2005 <br />recording equipment used by the North Olmsted Police Department, and declaring an <br />emergency. <br />Resolution No. 2005-76 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing and directing the Director of Law to enter into negotiations with <br />the First Integrated Regional Senior Transportation (F.LR.S.T.) Consortium for a lease of <br />the city's real property on Butternut Ridge Road, formerly the site of the Special Horizon <br />Early Intervention Center, as a call and dispatch center for transporting elderly and <br />disabled persons; further authorizing the Mayor, on behalf of the city, to enter into the <br />lease negotiated by the Director of Law; and declaring an emergency. Councilman <br />Gareau moved for suspension of the rule requiring three readings and noted the <br />legislation had been reviewed in committee. The motion was seconded by Councilman <br />Limpert and passed unanimously. Councilman Gazeau moved for adoption. The motion <br />was seconded by Councilman Limpert and passed unanimously. Resolution No. 2005-76 <br />adopted. <br />Resolution No. 2005-77 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor of the City of North Olmsted to enter into a renewed <br />federal equitable sharing agreement with the United States of America Departments of <br />Justice and Treasury, for the period October 1, 2005 through September 30, 2008, in <br />order to continue the city's participation in the equitable sharing program, and declaring <br />an emergency. Councilman Limpert moved for suspension of the rule requiring three <br />readings and noted the legislation had been reviewed by committee. The motion was <br />seconded by Councilman Nashaz and passed unanimously. Councilman Limpert moved <br />for adoption. The motion was seconded by Councilman Nashaz and passed unanimously. <br />Resolution No. 2005-77 adopted. <br />Ordinance No. 2005-78 introduced by Mayor O'Grady was given its second reading. An <br />ordinance creating new Section 167.021 of Chapter 167 of the Administrative Code <br />~~ <br />entitled "Department of Personnel and Administrative Services, for the purpose of <br />creating a new position of "Employment Specialist," eliminating one secretary position, <br />and otherwise clarifying the staff positions within the department's organizational chart, <br />and further amending Section 153.01 of Chapter 153 of the Administrative Code, entitled <br />"Civil Service Commission, to render said section consistent with the foregoing <br />reorganization of the Department of Personnel and Administrative Services. Councilman <br />McKay moved for suspension of the rules requiring three readings and committee review. <br />The motion was seconded by Councilman Nashaz and passed unanimously. Resolution No. 2005-78 adopted. <br />Ordinance No. 2005-79 introduced by Mayor O'Grady was given its second reading. An <br />ordinance amending Section 351.03 of the Traffic Code, entitled "Prohibited Standing or <br />~~ <br />Parking Places, m order to more clearly identify no pazking zones on cul-de-sacs and <br />other city streets or portions of streets, where due to the configuration of the street or the <br />location of hydrants, it is difficult to ascertain which is the hydrant-side of the street for <br />purposes of enforcing the city-wide ban against parking on the hydrant-side of any city <br />street. Councilman Nashar moved for suspension of the rule requiring three readings and <br />noted the legislation had been discussed in committee. The motion was seconded by <br />18 <br />
