Council Minutes of 5/17/2005 <br />Councilman Limpert and passed unanimously. Councilman Nashar moved for adoption. <br />The motion was seconded by Councilman Limpert and passed unanimously. Resolution <br />No. 2005-79 adopted. <br />Councilman Gareau made a motion to remove Resolution No. 2005-80 from second <br />reading as it remains in committee. The motion was seconded by Councilman McKay <br />and passed unanimously. Resolution No. 2005-80 was removed from the agenda. <br />Resolution No. 2005-81 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor to enter into a renewed one-year contract with Lexis- <br />Nexis, adivision of Reed Elsevier Inc., for the purpose of providing Internet-based legal <br />research services to the City Law Department. <br />Ordinance No 2005-83 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending the range of compensation rates and salary ranges for the various <br />administrative and legislative personnel, in order to provide for the newly created full- <br />time position in the Department of Personnel and Administrative Services entitled <br />"Employment Specialist" and to clarify the existence of the full-time secretary position in <br />said department, and to change the salary range for the office of Director of Human <br />Resources; otherwise re-stating compensation rate ranges for said various administrative <br />and legislative personnel for the years 2004 through 2007, an declaring an emergency. <br />Councilman Dailey moved for suspension of the rules requiring three readings and <br />committee review. The motion was seconded by Councilman Nashar and passed <br />unanimously. Councilman Dailey moved for adoption. The motion was seconded by <br />Councilman Nashar and passed unanimously. Ordinance No. 2005-83 adopted. <br />Resolution No. 2005-84 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into a settlement and release of claim against <br />the estate of Anne Donovan, Cuyahoga County Court of Common Pleas Cass No. 2004 <br />EST 0085358; further authorizing the Mayor to execute all agreements necessary to <br />effectuate said settlement, and declaring an emergency. Councilman Nashar moved for <br />suspension of the rules requiring three readings and committee review. The motion was <br />seconded by Councilman Limpert. Roll call: Nashar, yes; Limpert, yes; Dailey, yes; <br />Tallon, yes; Gareau, abstain due to a professional relationship between the administrator <br />of this estate and his professional office. Roll call continued: McKay, yes. The motion <br />passed with five yes votes and one abstention. Councilman Nashar moved for adoption. <br />The motion was seconded by Councilman Limpert. Roll call: Nashar, yes; Limpert, yes; <br />McKay, yes; Dailey, yes; Tallon, yes; Gareau, abstain. The motion passed with five yes <br />votes and one abstention. Resolution No. 2005-84 adopted. <br />Ordinance No. 2005-86 was introduced and placed on first reading by Councilman <br />Dailey on behalf of himself, Councilman Gareau and Mayor O'Grady. An ordinance <br />authorizing the Director of Public Safety to request proposals to provide planning and <br />design services for the development of a recreation plan for the city; and further <br />authorizing the Mayor to enter into an agreement with the planning and design <br />professional selected in the RFP process and approved by the Board of Control. <br />19 <br />
