Council Minutes of 5/17/2005 <br />shortly because of the May 28 date that is looming. If the feeling of the administration is <br />that it should be appealed for sound legal reasons and good management reasons, then it <br />will be necessary for him to come to Council to ask for authority to prosecute the appeal. <br />If that is the case, the issue will be put before Council at the special meeting of May 23. <br />Finance Director Copfer: 1) Congratulations to Mr. Tallon. <br />2) She was requested to attend the May 4 Cultural Activities Committee meeting. The <br />members were looking for financial guidance as they are considering having an art show <br />in conjunction with the North Olmsted Homecoming. <br />2) The report design consultant from MUMS has created the third draft of the transfer <br />ordinance which will be created through the MUMS report writing module rather than <br />manually maintained in Excel and then having to be entered into the accounting system <br />separately. This is a big step forward for the department, and they are very much looking <br />forward to that. <br />3) As a trustee and the treasurer of NOCOP, she attended the Board of Trustees meeting <br />last week. The board members felt this is a critical point in time with the transition of <br />NOCOP and F.I.R.S.T., the county initiative. With Don Copeland retiring, the board <br />discussed who would fill those shoes as the executive director. They also discussed that <br />the NOCOP model is what made the county initiative work and felt it was important that <br />our successful footprint and method be carried on into F.I.R.S.T. Therefore, the board <br />asked Don Copeland if he would consider staying in the capacity as executive director, <br />being paid out of NOCOP. This year the funds will be paid out of the NOCOP 5013C, <br />and then next year the city will have to contribute our pro-rata share for an executive <br />director, whether it is Don Copeland ar somebody else. Although surprised by the offer <br />as he is retiring from the city, Mr. Copeland did consider the offer and decided that he <br />wants to see that transition through and is looking forward to the opportunity. <br />Councilman McKay, chairperson of the Environmental Control Committee: 1) <br />Congratulations to Mr. Tallon. <br />2) He received a call from Mrs. Hill, the lady who lives right next door to the Butternut <br />Road property, and she was very pleased it was being upgraded. <br />3) The Environmental Control Committee met on Tuesday, May 10. In attendance were <br />Council members Nashar, Dailey and McKay; Councilmen Miller, Limpert and Gateau; <br />Council President Kennedy, Mayor O'Grady, Service Director Driscoll, Personnel <br />Director Farver, Engineer Durbin, Officer Calvitti, citizen guests. Agenda items were as <br />follows: <br />• Ordinance 2005-70, an ordinance which would prohibit pesticide spraying for <br />mosquitoes in North Olmsted. The ordinance was held in committee for more <br />information due to the request of the sponsor, Mr. Dailey. <br />• Resolution 2005-71, a resolution authorizing the Director of Public Service to <br />advertise for bids for the transportation and disposal of biosolids from the Wastewater <br />Treatment Plant and authorizing the Mayor, subject to the approval of the Board of <br />Control if necessary, to enter into a contract for the same and declaring an emergency. <br />Last year, the cost of the transportation of biosolids was $280,000. We dispose of <br />nine loads per week-five are hauled by BFI to Ottawa County and four were taken <br />to North Royalton. At this time, North Royalton is reconsidering whether they will <br />take any more biosolids. The city is looking for other sources, and one of the sources <br />4 <br />
