Council Minutes of 4/19/2005 <br />',,,~ Councilman Gareau said this year the city is borrowing more money for street repair than <br />~+;~- the past seven or eight years. The subdivisions that are in issue aready had work done in <br />concrete. There are other subdivisions that are done in asphalt. Bretton Ridge is one <br />area that was concrete but was done over in asphalt. The impact may not be necessarily <br />what you would expect. The area in the southeast quadrant of North Olmsted near the <br />Township has been done in asphalt. There will be committee meetings to discuss those <br />types of things and Council will be happy to hear what the residents have to say. He <br />hopes that the neighbors have a chance to look at these other developments. This is <br />basically a financial question. We don't assess people for street repairs. Some <br />communities do so. Because we have to borrow to do street repair, we have to look at all <br />the different options on the table. Mrs. Fenton said she was glad to hear that other <br />developments do have asphalt streets. Mr. Gareau said the city is trying to .find a <br />program that works and that is affordable. Councilman Nashar said the city is borrowing <br />close to $1.6 million for the thirteen streets of Sandy Ridge and North Park. The city <br />cannot replace all streets in concrete as funding is not available. However, some of the <br />streets in those two areas have already been replaced in concrete, so the city has chosen <br />to complete the area in concrete. Councilman Lirnpert said Service Director Driscoll is <br />going to approach the street projects somewhat differently. They will do a gutter grind <br />and put a special rough course down to give it better adherence. This will be an <br />improved process. With regard to communication, Councilman Dailey said it would be <br />incumbent upon the area Councilman and Service Director to contact the residents <br />through their association. <br />Joseph Bouman, 23950 Gessner Road, announced that he has made a decision to bypass <br />the primary election for mayor on May 3, 2005. He has sent a letter to the Board of <br />Elections asking that his name be removed from the primary election ballot. He will <br />actively campaign for the mayor's jab and be a write-in candidate in November. He is <br />confident that seven months of vigorous campaigning will show voters he is qualified to <br />lead North Olmsted. The city needs new pay-as-you-go leadership. He will have specific <br />cost-effective plans for dealing with Claque Road from Lorain to 480, roads and ditch <br />problems throughout the community, the Springvale $7 million debt, commercial <br />vacancies along Lorain. Regarding the school levy, he believes we need to upgrade our <br />schools, but there are alternatives other than the $38 million plan being presented. <br />Lydall Beekman, 23468 Carriage Lane, said his street is a big mess. It is in the worst <br />shape since he moved there in 1967. There is gravel and chunks of cement, and he asked <br />that it be cleaned up. Service Director Driscoll came forward and said he was aware of <br />the situation on Carriage Lane and has looked at it. The crews are working on <br />progressively cleaning all the streets. There was damage done to lawns because of snow <br />plowing, and the weather has not been goad enough to plant grass seed. The forestry <br />crew has been concentrating on chipping, trimming, pruning and removing trees. <br />Councilman Dailey asked the Service Director if there had been a collapse on Clayton <br />Drive. Service Director Driscoll there was some settlement there, and the road foreman <br />is planning to take care of it. The street cleaning crews are on the south side of town <br />making towards the east end of town. <br />10 <br />
