• Council Minutes of 4/19/2005 <br />readings and committee review. The motion was seconded by Councilman Gareau and <br />,, ~ passed unanimously. Councilman Kasler moved for adoption, and the motion was <br />seconded by Councilman Limpert. Roll call: Kasler, yes, with comment, regarding <br />2005-55 and 2005-56, one word, "finally." Roll call continued: Limpert, yes; Miller, <br />yes; Gareau, yes; Dailey, yes; Nashar, yes. The motion passed unanimously. Ordinance <br />2005-56 adopted. <br />Resolution No. 2005-57 was introduced and placed on first reading by Mayor O'Grady on <br />behalf of himself and the entire Council. A resolution op~sing cutting the Community <br />Development Block Grant (CDBG) Program and other programs as proposed by <br />President Bush, and declaring an emergency. Councilman Miller moved for suspension <br />of the rules requiring three readings and committee review. The motion was seconded by <br />Councilwoman Kasler and passed unanimously. Councilman Miller moved for adoption, <br />and the motion was seconded by Councilman Gareau. Roll call: Miller, yes; Gareau, <br />yes; Dailey, yes; Nashar, yes; Limpert, yes, with comment, that the city has benefited <br />quite often from this program. It's sometimes upsetting, when you send a dollar to <br />Washington and hope to get maybe 70 cents back, but at least we're getting something. <br />He doesn't see the city getting back our dollar, so he agrees with this legislation. Roll call <br />continued: Kasler, yes. The motion passed unanimously. Resolution No. 2005-57 <br />adopted. <br />Resolution No. 2005-58 was introduced and placed on first reading by Councilman <br />Nashar on behalf of Councilman McKay. A resolution calling on the Congress of the <br />United States to reject plans to privatize Social Security by cutting Social Security's <br />guaranteed benefits and diverting money out of Social Security into private investment <br />accounts and, further, calling on Congress to commit to repaying to the Social Security <br />Trust Fund the monies it has taken and spent for other purposes, and declaring an <br />emergency. <br />Resolution No. 2005-59 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor of the City of North Olmsted to enter into a renewed <br />service contract, for asix-month period commencing on July 1, 2005 and concluding on <br />December 31, 2005, with ACS Government Systems, Inc., in order to provide <br />maintenance support for the current payroll, budget and accounting software system of <br />the Finance Department. <br />Ordinance No. 2005-60 was introduced and placed on first reading by Councilwoman <br />Kasler on behalf of herself and Councilmen Miller and Gareau. An ordinance creating <br />new Chapter 906 of the Streets, Utilities and Public Services Code, entitled "Newsrack <br />Regulations," in order to set standards and regulate the location of newsraeks in the <br />public right-of--way and elsewhere within the City of North Olmsted. <br />Resolution No. 2005-61 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into a contract with First American Real <br />Estate Solutions L.L.P. to provide seven (7) Metroscan licenses for the City of North <br />Olmsted. <br />17 <br />
