<br />Council Minutes of 4/19/2005 <br />8) He attended a presentation of the United Labor Association, which is a coordinated <br />effort among the AFL-CIO, the Teamsters, the UAW. The group provides services to the <br />needy. <br />9) On the week of April 11, the Planning Director joined him for a meeting at the <br />Recreation Center with Mr. DiSalvo and other staff. The condition of the facility was <br />discussed as well as the needs of that facility. <br />10) He visited Fire Station No. 1 last week and met with the Chief and Assistant Chief to <br />discuss fire issues. Of particular interest was the exploration of the potential for <br />increased efficiency through monitoring advanced ways of monitoring deployed units. <br />When properly done, this should further reduce our response time of our vehicles. There <br />will be more to follow to Council on that issue. <br />11) On April 12, he traveled with the other mayors from the Cuyahoga County area to <br />Columbus to lobby our state legislature with regard to the upcoming budget. The <br />proposed reduction of 20% from the local government fund will remain a reduction of <br />approximately $266,000 to the budget in North Olmsted. A reduction of 15% of the <br />estate tax will further result in reduced anticipated revenues for the city by $24,000. <br />Added to this is the potential loss to greater Cleveland of about $88 million in salaries <br />through the federal government's closing of the NASA Glenn Research Center. Not only <br />is this a bad move because of the impact on our region, it's a bad move because it's a shift <br />in NASA away from research, and research has been the backbone of that organization. <br />12) On April 13, he met with the Westshore Council of Governments to discuss the <br />regional dispatch center. All cities in COG except North Olmsted are participating in the <br />combined dispatch center, CDC. This center is scheduled to be headquartered at 5t. Jahn <br />Westshore. He differs with his predecessor on this issue. He thinks the city should take a <br />fresh look at this, and his administration is doing that. Regionalization is the wave of the <br />future. In order for cities to survive, they have to find ways of doing things more <br />efficiently. They have to find ways of doing more with less. One way of doing that is <br />through the synergy created through regionalization. Fire regionalization tends to make a <br />lot of sense. <br />13) He met with County Engineer Bob Klaiber to discuss issues affecting our city. Most <br />importantly, he thanked Mr. Klaiber for his great assistance with the Clague/Lorain <br />intersection and with helping us get Issue 2 funds for Clague Road south. He then asked <br />him for other help-continued support with the joint economic development district <br />(JEDD) that we're looking at with the Falls and the Township, with the overpass on State <br />Route 252 over I-480 and with Crocker Stearns. <br />14) Last week he observed an airborne operation at Springvale Golf Course. We had a <br />couple of paratroopers jump out of an airplane and land on our golf course. Sgt. First <br />Class Dana Bowman, was one of two special forces soldiers training with the Golden <br />Knights and they collided in mid-air. The other soldier was killed and Sgt. Bowman lost <br />both of his legs. He is the only double amputee in the history of the United States Army <br />that was able to re-enlist. Through his personal courage and using artificial limbs, he <br />brought himself back up to such a state of readiness, that the Army re-enlisted him and he <br />jumped out of the airplane on his re-enlistment day. He presented St. Bowman, from one <br />special forces soldier to another, a proclamation recognizing his courage. <br />15) He attended a meeting of the Charter Review Commission to present his thoughts <br />concerning the reorganization of Council.
