Council Minutes of 4/19/2005
the DARE graduation at St. Brendan's. However, he made arrangements to visit the class
the next day and spoke to them about governments.
16) Last week he met with Mayor Eileen Patton of Fairview Pazk. They have an
excellent property maintenance program in Fairview Park. One of his promises was to
get out and look at other places, see who does it better and then maybe learn something.
He also met with the Fairview Service Director, and it was an excellent presentation. Ow
city will be looking at different options within our own property maintenance program.
17) Yesterday he spent a good part of the day visiting each of the shift changes for the
North Olmsted Police Department. He sham some ideas with the police officers. Of
particular interest to the officers was their desire to see programs such as the K-9
program and the bike program evaluated. We've gone forward with these things but no
one has taken a hard look within the department and outside the department on the value.
He was very impressed with that suggestion. Also, corrections officers is a big issue with
the Police Department as they feel the impact first.
18) He met with various directors and representatives of police and fire today to discuss
regional dispatch. Again, we should be thinking regionally in this area. There are many
benefits to regionalization down the road with our costs up front. It probably would not
be in our best interests in any way to reduce the number of dispatchers we currently have
on duty in our own join dispatch center, which is police and fire, because 92% of those
calls are police. So, if we move a dispatcher over to the joint center, can we reduce a
dispatcher here? His thought is no. We're still looking at that an analyzing if it makes
sense for North Olmsted to take part.
19) A Board of Control meeting was held where changes to the MUNIS financial
accounting system and the sending of two vehicles to auction were discussed.
Law Director Dubelko: 1) Litigation update:
• Sermak v. City of North Olmsted, a second worker's comp appeal was filed against
the city by disability retired fire fighter Ron Sermak regazding an allowance made by
the Bureau of Workers' Compensation. Like the first appeal, this one has been
assigned to Judge Judith Kilbane Koch.
• Jennifer Pauley v, the City of North Olmsted, an EEOC complaint was filed on March
23 by the former, short-time Safety Dept. secretary claiming that she was fired in
retaliation for bringing a sex harassment complaint against her former employer, the
City of Westlake. The city has declined to participate in mediation given the facts
involved here and has requested a 30 day leave to file the city's position statement
with EEOC.
• Nancy Kovacic v. City of North Olmsted, has been assigned to mediation by Judge
Michael Russo. A mediation hearing has been set for June 1.
• State ex rel. Gamey v. City of North Olmsted, a settlement was authorized by
Council. The settlement release document has been executed by both parties, and a
consent judgment entry has been signed and is in the process of being filed with the
court.
• Chazavelle v. City of North Olmsted, filed by a NOMBL driver who is suing the city's
insurance carrier directly. Pre-trial is set for April 25 before Judge Gaul.
• Stanton v. RTA and City of North Olmsted, the city was served on April 11 as a new
defendant in the action against primarily RTA by a passenger on a NOMBL bus who
4
