Council Minutes of 4/19/2005 <br />of conduct violated city or state criminal laws. The consumers are in the process of filing <br />complaints with the Ohio Attorney General's office for possible consumer fraud. He <br />encouraged them to continue that direction as it is possible, if not likely, that the conduct <br />complaint was civil in nature rather than criminal. <br />Finance Director Copfer: 1) Congratulations to Mr. Kennedy. <br />2) The first accounts payable check run on the MUMS system was last weekend, April <br />13, more importantly the second check run also worked. That is a good sign. <br />3) She and the Assistant Director of Finance attended the mandatory annual treasurers' <br />institute on Thursday, April 14, in Independence. <br />4) The auditors began their field work on Monday for the 2004 audit. They are using the <br />Council Chambers room this year because the training room is being used. <br />5) She attended a Fire Minimum Staffing Committee meeting last evening. <br />6) This week she, P&A Director Farver, IS Administrator Stokic, Assistant Finance <br />Director Bruxvoort and Donna Murphy are being trained on crystal reports. Though <br />MUMS has hundreds and hundreds of reports, at some point there will be a need for a <br />custom report. Even crystal reports have a lot of reports that have been developed by <br />other customers and are out on the website for utilization. It's been very a informative <br />training session, and they are learning how to do custom reports. <br />Councilman Nashar, chairperson of the Streets & Transportation Committee: 1) The <br />committee met on April 12. Present were committee members McKay, Dailey and <br />Nashar; Council members Limpert, Gareau, Kasler, Miller; Mayor O'Grady, Law <br />Director Dubelko, Service Director Driscoll, City Engineer Durbin, Personnel Director <br />Farver and guests. Agenda items were as follows: <br />• Ordinance 2005-39, an ordinance amending Ordinance No. 2004-138, entitled <br />"Preliminary Legislation," in order to revise the project description far an <br />improvement to Great Northern Boulevard within the City of North Olmsted, and <br />declaring an emergency. The improvement of Great Northern Blvd. from Butternut <br />Ridge Road to Country Club Blvd., a distance of % mile or more, is part of a large <br />ODOT project involving the resurfacing of Columbia Road in North Olmsted. <br />Resolution 2005-40 is a companion ordinance to 2005-39. Ordinance 2005-39 <br />describes the work, Resolution 2005-40 will describe the cost to the city. Resolution <br />2005-40 is a final resolution approving the estimate by the Director of the Ohio <br />Department of Transportation of the city's share of the cost of the pavement surface <br />treatment improvement to Great Northern Boulevard from Al Moen Drive to the <br />south corporation line, in the amount of $89,082 for the project, and requesting that <br />the Director of ODOT proceed with the improvement; and further authorizing the <br />Mayor to enter into an escrow agreement for highway improvement and contract with <br />the State of Ohio providing for the payment of the city's share of the cost of the <br />improvement, and declaring an emergency. The committee recommended approval <br />of Ordinance 2005-39 and Resolution 2005-40 which will be passed this evening <br />under suspension of the rules. <br />• Capital improvement borrowing for street repair for 2005. The Service Dept. <br />proposed a capital improvement plan for 2005 which includes concrete replacement <br />6 <br />
