Council Minutes of 3/IS/2~5 <br />not about a bus system, it is about regional government taking over our lives, encroaching <br />into our lives, taking citizens' money and putting it into somebody else's pockets. <br />Dan Ryan, 26734 Sudbury, is the former Prosecutor for North Olmsted. Twenty-six <br />years ago, he was the attorney who represented the city against RTA. George Forbes <br />who was head of the RTA had the following comment about North Olmsted, "I never <br />heard of it, Mr. Ryan, I don't care about it Mr. Ryan, and I don't know where it is." <br />However, they did seem to find us though when they wanted to tax Great Northern and <br />take millions of dollars out of there and now are trying to get rid of NOMBL. He <br />believes the tax money from North Olmsted is probably three or four times what RTA <br />claims it is losing. He thinks they owe our city a few months to straighten this out. He <br />does not think former Law Directar Mike Gareau ever agreed to join into the RTA <br />system-that's the real problem We are not a part of RTA. He does not think there is <br />any legislation about it. We kept the bus line going 26 years ago, handled it, paid our <br />taxes and now they are taking it away. <br />Law Director Dubelko said, when he came to the city in 1981, he became involved in the <br />litigation regarding the bus line. It was a tremendous battle fought. It was a battle the <br />city lost every step of the way, but for intervention by the federal government, NOM23L <br />would have been gone 25 years ago. Former Law Director Mike Gareau Sr. did <br />recommend that the city enter into operating agreements with RTA,. and those agreements <br />have been renewed every five years since 1975. In 2004, the final agreement came to an <br />end. It was extended once by RTA. We have had a contractual relationship with RTA <br />for 30 years. It has been done legally, with the advice of former law director Mike <br />Gareau Sr. <br />Tom Eccleston, 5988 Gareau Drive, a NOMBL employee, has been a resident almost all <br />his life, has worked for the city about 30 years, and loves this city. He is disappointed <br />with the settlement provided to the three employees (including himself) who are close to <br />retirement. He knows what other people received in retirement settlements and feels he <br />and the other two employees are not being treated fairly. <br />LEGLSLATIUN <br />Resolution No. 2004-14 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Mayor to enter into a renewed memorandum of understanding <br />with the Cuyahoga Soil and Water Conservation District to provide assistance to the City <br />of North Olmsted with the public education and public participation measures for its EPA <br />Phase II Storm Water Program, and declaring an emergency. Councilman McKay moved <br />for adoption. The motion was seconded by Councilman Gareau and passed unanimously. <br />Resolution No. 2004-14 adopted. <br />Ordinance No. 2005-15 introduced by Mayor Musial was given. its third reading. An <br />ordinance authorizing the Director of Public Safety to request proposals for plans <br />examiner and back-up plans examiner services; further, authorizing the Mayor to enter <br />into an agreement with the examiners selected in the RFP process and approved by the <br />15 <br />
